The phrase "rather with friends than with domestic slaves" is something we usually think of as Cixi saying, but it is not. This sentence first came from Liang Qichao's "Memoirs of the Coup d'état of Wu Shu", which recorded that the conservative minister Gang Yi said, "My family's property can be given to friends rather than to be a family slave." Later, when anti-Qing nationalism arose, the revolutionaries changed this sentence to "rather give to friends than domestic slaves" out of political needs, and it was rumored that Cixi said it.
But another sentence, "Measure the material strength of China, and tie the joy of the country" is indeed what Cixi said. In the summer of 1900, the Eight-Nation Alliance invaded China, and Empress Dowager Cixi took the Guangxu Emperor hostage and fled to Xi'an. On February 14 of the following year, the Qing court said in its edict: "The Twelve Outlines of the Peace Conference of Various Countries have been approved. The Minister Plenipotentiary is still informed that the detailed programme will be carefully examined. Measure the material strength of China and the joy of the country. ”

Looking at Cixi's reign, divided into two periods, the early period was still relatively wise, Yang Naiwu and Xiao Cabbage's case was rehabilitated by her, appointing Zuo Zongtang, Zeng Guofan, Li Hongzhang and other sages, pacifying the White Lotus Sect, the Taiping Heavenly Kingdom, and the Boxer Rebellion, recovering Xinjiang, carrying out foreign affairs movements, developing the national economy, and port foreign trade.
