On January 14, the National Medical Security Work Conference was held in Beijing. The meeting pointed out that in 2021, the national medical security system will coordinate the prevention and control of the epidemic and the development of medical insurance, improve the medical security system with Chinese characteristics, promote the deepening of medical insurance reform, promote the quality and efficiency of management services, steadily improve the treatment of the masses, the overall operation of the system is stable, the fund is safe and sustainable, and a good start to the "14th Five-Year Plan" has been achieved.

First, the quality of treatment guarantee has been continuously improved. The outpatient drug guarantee mechanism for hypertension and diabetes in urban and rural residents has benefited 120 million patients and reduced the burden of medication by 41.16 billion yuan; the number of national pilot cities for long-term care insurance has increased to 49, with more than 140 million insured people, benefiting 1.6 million disabled people and reducing the annual per capita burden by more than 15,000 yuan.

Second, the burden of drug consumption on the masses has been significantly reduced. The average price of 42 insulin special collection varieties was reduced by 48%, and the average price of artificial hip and knee collection products was reduced by 82%, which is expected to benefit nearly 11 million patients and reduce the burden by nearly 30 billion yuan per year; the first five batches of national collection drugs and coronary stents saved nearly 170 billion yuan in drug costs throughout the year. The variety of the 2021 edition of the drug list increased to 2860, the average price of 67 negotiated drugs was reduced by 62%, 142,000 pharmaceutical institutions supplied negotiated drugs, and the national drug totaled 140 million patient visits and reduced the burden by 150 billion yuan throughout the year.

Third, the experience of cross-provincial medical treatment in different places has steadily improved. All co-ordinating areas have opened cross-provincial direct settlement of inpatient and general outpatient expenses, and online filing of cross-provincial off-site medical treatment. The direct settlement of hospitalization expenses across provinces benefited 4.406 million hospitalizations, and the direct settlement of ordinary outpatient expenses across provinces benefited nearly 10 million outpatient visits.

Fourth, "medical treatment money" and "life-saving money" are safer. A total of 708,000 medical institutions were inspected, 414,000 were handled, more than 23 billion yuan of funds were recovered, and 70,000 cases were exposed.

Fifth, the cost of epidemic prevention has been greatly reduced. Three rounds of significant reduction in the national nucleic acid testing price, single test, multi-person mixed test price per person to no more than 40 yuan and 10 yuan respectively. Three rounds of significant reductions in the price of COVID-19 vaccines, and the booster injections that have been vaccinated are mainly provided free of charge by enterprises. At present, the cumulative number of COVID-19 vaccines across the country has exceeded 2.9 billion doses.

The meeting stressed that in combination with the central government's judgment of the situation and the requirements for people's livelihood work, to promote the high-quality development of medical insurance, it is necessary to accurately grasp the connotation of common prosperity, gradually reduce the imbalance in the development of medical insurance regions, and solidly promote common prosperity. It is necessary to adhere to the people-centered development thinking, do our best and do what we can, take a clear stand against "welfareism", and earnestly strengthen the construction of a basic, inclusive, and bottom-up medical insurance system. It is necessary to unswervingly promote the unification of institutional norms, not only effectively integrate national demand to form a strong strategic purchasing power, but also make the results of medical insurance development more equitably benefit the whole people. It is necessary to always adhere to the two-wheel drive of reform and management, ensure that the intensity of reform is not reduced, the quality and efficiency of management are improved, and the efficiency of limited capital guarantee is maximized.
