The new specification requires that the operation platform of shared bicycle enterprises should have the function of identifying the registered ID number and name of the lessee, verifying whether the ID card number and name of the lessee are consistent with the information of the "National Citizenship Information System", and judging whether the lessee meets the conditions for renting a car. In addition to the tenant client should have the functions of surrounding rental vehicle inquiry, rental, settlement, online payment, etc., it should also clearly stipulate the age of cycling, riding rules, prompt the lessee to abide by traffic rules, etc.; and display the lessee's credit information, including the current credit score, credit classification level, and rules for adding or subtracting.

How to prevent shared bicycles from being parked randomly? The new specification proposes that shared bicycles should have positioning functions, vehicle-mounted intelligent terminals should include satellite positioning devices, and the positioning accuracy error should be better than 15 meters. For the lessee, the location of the parking area should be marked in the client electronic map, showing the management area, the prohibited parking area, and the boundary of the operation range, and it is advisable to realize the cycling path planning and guide the lessee to return the car to the parking area. Once the shared bicycle is parked in the no-parking area, it should have the functions of early warning and alarm to the enterprise operation platform. The reporter noted that the specification specifically put forward the requirement that "the rate of shared bicycles entering the fence should be higher than 90%".

In order to prevent the problem of "siltation" of shared bicycles during the peak period of car use, the new specification specifically puts forward requirements for the "scheduling" of shared bicycles. For example, enterprises should formulate vehicle scheduling plans, prepare morning and evening peak periods and periodic vehicle dispatch and clearance plans according to regional vehicle rental and return flow laws and parking quantities, and track and record the implementation of scheduling plans, strengthen vehicle daily scheduling management, and alleviate vehicle tidal phenomena. Key areas such as transportation hubs, rail stations, and important business circles should adopt a combination of electronic fences and manual management, and full-time administrators should be set up during the morning and evening rush hours to be responsible for evacuation and scheduling. Blind lanes, green facilities, and abandoned vehicles should be dispatched and cleaned up in a timely manner. Faulty vehicles put into operation should be towed away from the fault site within 48 hours and sent to a fixed parking lot or maintenance point.

Once encountering extreme weather, major social activities, major public health emergencies and other situations that may endanger safety, bicycle sharing enterprises should immediately "respond to emergency response". Enterprises should respond in a timely manner to the dispatching requirements of the territorial management department to clean up silted vehicles and standardize the parking order, and the time to respond to and arrive at the scene is generally not more than 30 minutes, and the disposal completion time is generally not more than 60 minutes.

In addition, in order to facilitate supervision, enterprises should also connect the operating vehicle data to the industry supervision and service platform in real time, completely and accurately.
