The "8.8" Jiuzhaigou earthquake recovery and reconstruction earthquake intensity rapid reporting and early warning project was completed as scheduled and passed the acceptance

On January 10, 2022, the Sichuan Provincial Earthquake Bureau organized a centralized acceptance meeting for the "8.8" Jiuzhaigou earthquake recovery and reconstruction earthquake intensity rapid report and early warning project. Experts from the University of Electronic Science and Technology of China, the Institute of Geophysics and Engineering Mechanics of China Earthquake Administration, the Sichuan Provincial Financial Evaluation Center, and the Earthquake Bureaus of Hebei Province, Shanghai Municipality and Jiangxi Province participated in the acceptance. Zhang Yongyong, deputy director of the Sichuan Provincial Earthquake Bureau, attended the meeting and delivered a speech, and Du Bin, deputy director of the bureau, presided over the acceptance meeting.

The "8.8" Jiuzhaigou Earthquake Recovery and Reconstruction Earthquake Intensity Rapid Reporting and Early Warning Project is one of the key projects of the "13th Five-Year Plan for Earthquake Prevention and Disaster Reduction in Sichuan Province", which was officially approved by the Provincial Development and Reform Commission in December 2018, and the construction content includes the construction of five subsystems such as station observation system, communication network system, data processing system, emergency earthquake information service system and technical support and guarantee system, with a construction period of 36 months. The project plays a joint role with the national earthquake intensity and early warning project, the western capacity improvement project, etc., realizes the whole chain of sichuan's second-level early warning information and minute-level rapid report information product output, covering the service objects including the government, key industries and the public, and initially forming a variety of early warning information release platforms such as early warning professional terminals, radio and television, emergency broadcasting, mobile phone APP and customized services, with an average time of 6 seconds for the first report of early warning and an accuracy of 10-15 kilometers for intensity rapid reporting. During the construction and trial operation, earthquake early warnings were made for the Wenchuan earthquake of magnitude 4.8 on July 14, 2021 and luxian magnitude 6.0 on September 16, 2021, and the relevant earthquake intensity rapid report and disaster loss assessment served in the command and decision-making of earthquake relief. At the same time, in terms of hardware, the project encrypts and strengthens the seismic monitoring capability for jiuzhaigou earthquake recovery and reconstruction areas such as Aba Prefecture and Mianyang City; in software, the Sichuan emergency earthquake information service system independently developed provides experience reference and data support for the research and development of national project information release service software. In December 2021, the project successively invited a number of experts to carry out field testing, central test inspection, financial audit and file acceptance, and formed a group acceptance opinion, reported the acceptance results on the spot on the 10th, and listened to the project completion report, supervision report and financial report uniformly, and after the expert members of the centralized acceptance team put forward questions and held discussions and defenses, the expert group unanimously agreed to pass the acceptance.

After the acceptance meeting, Du Bin was entrusted by Lei Jiancheng, secretary of the party group and director of the bureau, on behalf of the Sichuan Provincial Earthquake Bureau, to express warm congratulations to all participating units and builders who have been fighting in the front line of project construction in the past three years, and expressed his heartfelt thanks to governments and departments, social organizations, media and enterprises at all levels who care about and support the project construction. Relevant units are required to further strengthen the operation and maintenance of stations in accordance with the opinions of experts, further enhance the stability of the system, take the project results as an important starting point for the study and education of party history, "I do practical things for the masses", strive for excellence, be good and fast to provide safe and authoritative earthquake information services, successfully convene the 20th Party Congress and the 12th Provincial Party Congress, and do a good job in earthquake safety guarantee for Sichuan's economic and social development.
