In early November 1931, in order to cope with the complicated and changeable enemy situation at that time and implement the instructions of the Central Sub-Bureau to "lay down Jingshan and expand the New Soviet Area", He Long personally led people to reconnoiter the situation in the areas of Tiandian, Shibanhe, and Yuanquan Town, and arranged for the work of the new district to support the Honghu base area.

Soon, Xu Yuanquan, commander of the Kuomintang Tenth Army, in order to restore communication between Yingcheng and Yuekou, "attacked" from Wuhan to Xiangbei with 10 regiments of troops.
