On January 5, 2022, the County Economic Research Center of CCID Consulting released the "Top 100 Counties in the Service Industry of CCID Consulting Industry (2021)", which has received widespread attention from the society. Combined with the in-depth observation and systematic understanding of the development of the domestic county service industry, in order to seek the core points of the high-quality development of the county service industry, CCID Consultants put forward the road map for the evolution of the high-quality development of the county service industry, summarized the four stages of "starting, breaking, breaking through and leading" of the county service industry into high-quality development in recent years, and proposed to "grasp the development and evolution route of the county service industry, combine the regional layout law of the top 100 counties, find the core power point, cultivate new formats of the service industry, and give play to the fission effect of the service industry; focus on two major issues." The implementation of the service industry brand empowerment, steadily improve the total amount of service industry and the proportion of regional GDP" development path, for the high-quality development of the county service industry to provide a breakthrough points and experience reference.

(1) Focus on the evolution route of county service industry development, promote the coordinated development of county service industry nationwide, and enter the four stages of "starting, breaking out, breaking through and leading" in the high-quality development of county service industry
From the perspective of regional layout, the regional distribution of the top 100 service counties in 2021 is uneven, the number of top 100 service counties in the eastern region is leading, and there are many strong counties. The eastern region stands out with 74 seats, the central region accounts for 17 seats, the western region accounts for 6 seats, and the northeast region accounts for 3 seats, showing an overall distribution pattern of strong in the east and weak in the west. The top 100 counties in the service industry are in the top 100 in the service industry, except for Changsha County, which ranks 10th, the other 9 are eastern counties and cities, and at the same time, the counties and cities ranked 11-20 in the top 100 service industries are all eastern counties and cities. There are a large number of counties in the central and western regions, and there is still great potential for the high-quality development of the service industry in the future.

In terms of provincial and regional distribution, the top 100 counties in the service industry in Jiangsu Province, Zhejiang Province and Shandong Province lead the way. In 2021, the top 100 service counties are distributed in 17 provinces (regions), of which Jiangsu Province, Zhejiang Province and Shandong Province have significantly higher service levels than other provinces (regions), with 27 seats, 22 seats and 15 seats selected as the top 100 counties in the service industry respectively; other counties are also shortlisted for 6 seats in Fujian Province, 5 seats in Henan Province, 4 seats in Anhui Province, 4 seats in Hunan Province, 3 seats in Guangdong Province, 3 seats in Hubei Province, 3 seats in Sichuan Province, 2 seats in Liaoning Province, And 2 seats in Hebei Province, Guizhou Province, Jilin Province, Jiangxi Province, Yunnan Province and Xinjiang Uygur Autonomous Region each have 1 seat. Among them, among the top 100 counties, Jiangsu Province has 6 seats, Zhejiang Province has 2 seats, and Fujian Province and Hunan Province have 1 seat each.

Judging from the comprehensive strength of the top 100 counties in the service industry, the overall development level is relatively high, and the key indicators are comparable to "Guangdong, Jiangsu and Zhejiang Lu". In 2021, the added value of the service industry in the top 100 counties of CCID Consulting Services reached 4.5 trillion yuan, the balance of local and foreign currency deposits of financial institutions reached 12.4 trillion yuan, and the total retail sales of social consumer goods reached 3.5 trillion yuan. The added value of the service industry in the top 100 counties is higher than that of Zhejiang Province's 3.6 trillion yuan and Shandong Province's 3.9 trillion yuan; the balance of deposits in local and foreign currencies of financial institutions is higher than that of Shandong Province's 11.8 trillion yuan, lower than Guangdong Province's 26.8 trillion yuan, Jiangsu Province's 17.3 trillion yuan, and Zhejiang Province's 15.2 trillion yuan; the total retail sales of social consumer goods are higher than Zhejiang Province's 2.7 trillion yuan and Shandong Province's 2.9 trillion yuan, lower than Guangdong Province's 4 trillion yuan and Jiangsu Province's 4.5 trillion yuan. The top 100 counties in the service industry have become an important cornerstone to support the development of counties.

Looking at the echelon of the top 100 counties in the service industry, the leading edge of the head county and city is obvious, and the competition in the central region is fierce. Taking the added value of the service industry as an example, the added value of the service industry in Kunshan City and Jiangyin City exceeds 190 billion yuan, and the leading edge is obvious. The added value of the service industry in Zhangjiagang, Changshu, Yiwu and Jinjiang all exceeded 100 billion yuan, which was significantly ahead of other central counties and cities. The added value of the service industry in 18 counties and cities such as Yixing, Cixi and Changsha is between 50 billion and 100 billion yuan, and the gap between counties and cities is not obvious. The added value of the service industry in 52 counties and cities such as Tongxiang, Shuyang and Taixing is between 30 billion and 50 billion yuan, and the gap in the added value of the service industry in the central counties and cities is small, and the competition is fierce. The added value of the service industry in 23 counties and cities such as Shengzhou, Gaomi and Yongkang is between 20 billion and 30 billion yuan, of which the added value of the service industry in Yanji City (20.2 billion yuan), Cangnan County (20.72 billion yuan) and Dengzhou City (20.92 billion yuan) is low.

(2) Focusing on the core power point, accelerating the transformation of manufacturing service, cultivating and expanding new formats of productive service industries, and promoting the vitality of traditional industries are typical models for the county service industry to move towards the leading stage
The top 100 counties in the service industry in the leading stage often have a good foundation in traditional industries, and through digitalization and intelligence, they transform and upgrade traditional industries, promote the development of manufacturing services, cultivate the development of productive service industries, form a fission effect of industrial development, and achieve rapid growth of the service industry, which is an important starting point for the current county service industry to enter the leading stage.
Taking Changshu City as an example, in 2020, the added value of the service industry will reach 117.903 billion yuan, and the tax revenue will reach 11.772 billion yuan. Ranked second among the top 100 counties in the service industry. On the one hand, Changshu City promotes the high-end and intelligent transformation of industrial enterprises, accelerates the "cloud platform" of small and medium-sized enterprises, and cultivates digital intelligent service providers such as HUAWEI CLOUD (Changshu) Industrial Internet Innovation Center and Lingchuang Intelligent Technology; on the other hand, it creates a number of Internet public platforms covering trade services, logistics, modern supply chain management, public management, e-commerce, and creativity, such as "City Caitong" and "Yunrongtong", integrating the service industry to form a development synergy and better promoting the high-quality development of the service industry.
(III) Focusing on the two core issues, brand empowerment to create characteristic service industry products and brands, expanding the total amount of service industry, and increasing the proportion of service industry in regional GDP are typical models for the county service industry to move towards a breakthrough stage
Entering the breakthrough stage of high-quality development of the county service industry, the added value of the service industry generally exceeds 50 billion yuan, and the added value of the service industry accounts for about 50% of the regional GDP. At this stage, the county faces two typical problems: one is to seek a new growth momentum for the service industry; the other is to choose the industrial structure orientation. In the breakthrough stage of the county, regional cultural tourism, trade logistics, public services, financial commerce and other service brands have gradually become an important driving force to attract consumption and investment, it is necessary to create distinctive service industry products and brands with distinct regional recognition through the empowerment of service industry brands, consolidate and improve the quality of service industry development, and maintain the proportion of added value of the service industry in a reasonable range of regional GDP.

Taking Yueqing City as an example, from 2016 to 2020, the average annual growth rate of the added value of the service industry reached 9.5%, and the added value of the service industry reached 64.99 billion yuan in 2020. Ranked 12th among the top 100 counties in the service industry. Yueqing City, with the construction of a national quality city as an important starting point, has successfully created 2 "Zhejiang Province Urban and Rural Coordinated Modern Commercial and Trade Service Demonstration Towns", 1 "China Dendrobium Officinale Town", 1 "Wenzhou Commercial Characteristic Street", and created a number of "time-honored" special business card products such as "Gongji" White Elephant Fragrant Cake, Yandang Mountain "Tiefengtang" Dendrobium, Dajing "Chen Tianbao" Gold and Silver Shop, etc., which has effectively promoted the high-quality development of the service industry.
