New Hainan Client, Nanhai Net, Nanguo Metropolis Daily January 5 news (reporter Tan Qi) Recently, the General Office of the Hainan Provincial Party Committee of the Communist Party of China and the General Office of the People's Government of Hainan Province issued the "Implementation Plan for the Establishment and Improvement of the Value Realization Mechanism for Ecological Products in Hainan Province" (hereinafter referred to as the "Plan"), proposing that this year will take the lead in carrying out the pilot investigation and monitoring of ecological products in Changjiang, to find out the quantitative distribution, quality level, functional characteristics, ownership of rights and interests, protection and development and utilization of local ecological products, etc., to form a list of ecological product catalogs.

Hainan plans that by 2023, the unified registration of natural resources in the province will be fully completed, and the ecological product value accounting system will be basically established. By 2035, we will comprehensively establish a set of effective ecological product value realization system system, widely form a green production lifestyle, establish an international-oriented ecological product trading platform, certification system and ecological brand, improve the government-led, enterprise and social participation, market-oriented operation, sustainable ecological product value realization path, and form a number of replicable and generalizable "Hainan model" and "Hainan experience", providing strong support for the construction of a world-class free trade port with an ecological environment.

The Programme lists 6 major priority tasks and 19 specific tasks. Hainan plans to carry out pilot demonstrations in Wanning and Haikou this year, carry out background surveys of biodiversity in Hainan Island and coastal waters, and establish a basic database and supervision system for biodiversity covering land and sea. This year, Hainan will continue to carry out regional ecological product value accounting in tropical rainforest national parks, further promote the pilot project of ecological product value accounting in key areas and key resource types such as coastal waters and typical cities, and plan to introduce technical specifications for ecological product value accounting in Hainan Province by 2023.

Hainan will also focus on tropical rainforests, create a special brand of "forest breathing", and actively develop diversified rainforest tourism such as ecological tourism, rainforest exploration, low-carbon leisure, forest health, and science popularization under the premise of minimizing human disturbances. Hainan plans to focus on building a number of aquaculture industrial parks with distinctive industrial characteristics, high scientific and technological content, friendly ecological environment and significant comprehensive benefits in Wenchang, Dongfang and Lingao. Hainan will also focus on creating a public brand of "Tropical Rainforest National Park" and "Hainan Green and Low Carbon" ecological products to enhance its international influence.

In terms of agriculture, Hainan will introduce global tropical rare fruit varieties, promote the construction of the Qionghai Agricultural Opening Up and Cooperation Pilot Zone, and build the world's largest tropical fruit germplasm resource bank. Based on the "white sand good food", Hainan carries out the construction of a public brand and traceability platform for ecological products, explores the establishment of a traceability mechanism for ecological product quality, and makes full use of new technologies such as digitalization, blockchain, VR, and AR to achieve queryable ecological product information, traceable quality, and traceable responsibility.

Hainan will cultivate the trading market and promote the precise supply and demand docking of domestic and international double circulation of ecological product trading. This year, Hainan will implement the Wanning Small Sea Blue Carbon Sink Enhancement Project, carry out research on the methodology and standard specifications of "green carbon" carbon sinks in tropical rainforests, and innovate financial products such as green credit, green bonds, green insurance, and green guarantees that promote the realization of the value of ecological products. In addition, Hainan will establish a provincial "ecological civilization construction" and "two mountains" innovative composite talent training base, organize international seminars, and create an international cooperation highland for the realization of the value of ecological products.
