In December 1945, the kuomintang army had already arrived in Qinhuangdao and Huludao and captured Jinzhou, an important town in western Liaoning. While our army urgently mobilized troops to occupy the commanding heights outside the city and strengthen its control over the whole city, it also urgently contacted Lieutenant General Shablowski, commander-in-chief of the Soviet Army in Sinuiju, Korea, and explained to him that the remnants of the Japanese Kwantung Army and the Kuomintang agents had been sent to the Soviet troops stationed in Andong, and that the ministry had now been bribed and hoodwinked by the enemy, and that there was no distinction between good and bad.

Lieutenant General Shablovsky, after hearing our report, personally led some of his troops to Andong to inspect the situation, and when he found that this was the case, he immediately returned to Sinuiju, immediately mobilized a reinforced company to and marched to Andong, surrounded the local Soviet headquarters, and ordered all Soviet troops stationed in Andong to return to Sinuiju immediately, and all the Chinese in the headquarters and the Japanese were also detained. At the same time, a battalion of Soviet troops was sent from Sinuiju to help our army quell the riots.

Then our army immediately took decisive action, first solving the enemy special forces of the security command, seizing the chief and deputy commanders and chiefs of staff of the enemy special riot, and then directly attacking the provincial public security bureau, destroying the second command of the enemy special forces, and capturing the main and deputy commanders. In the ensuing large-scale search, our army found a total of 7 Japanese lieutenant generals, 11 major generals, more than 130 colonels, more than 350 lieutenants, more than 1,000 soldiers, and captured a large number of weapons, ammunition and materials of various kinds. As a result, a riot carefully planned by the Kuomintang ended hastily.
