Liu Haitao, formerly known as Liu Baoren, was born in 1907 in Zhangji Village, Liuji Town, Dong'a County, he was poor from childhood, forced by life, he went to the northeast alone as a lumberjack, a hard life, cultivated his brave, full of resistance spirit, became a good man in the green forest, after the "September 18" incident, the Japanese invaded and occupied the three northeastern provinces of our country, witnessed the barbaric acts of rape and burning by the Japanese, Liu Haitao decided to go down to the mountains to fight devils, the Northeast Anti-Japanese United Army Headquarters, Liu Haitao as the captain of the brigade and merged into the party, he fought bravely, took the lead, Led a regiment active in the Yanshou and Fangzheng areas, dealing a heavy blow to the Japanese puppet army.
Subsequently, Liu Haitao was sent by the party organization to study at the Oriental Labor University in Moscow, and after returning to China, he went to the anti-Japanese front as a selected cadre, organized armed forces, established an anti-Japanese democratic regime, and created an anti-Japanese base area in Shandong. He successively served as the commander of the Taixi detachment, the commander of the ninth detachment of the Shandong Column of the Eighth Route Army, and the commander of the Luzhong Military Region.
During Liu Haitao's tenure as commander, he commanded the famous anti-Japanese campaign - the battle of three dozen Mengyin City, the first battle, after five hours of fierce fighting, the enemies in the city fled one after another, and the ninth detachment occupied Mengyin City; in the second war, Liu Haitao sent dozens of small troops to continuously attack, harass the enemy, and carry out a circle. The Japanese puppet army was very tired and annoyed, and eagerly wanted to find our main force for a decisive battle. Therefore, Liu Haitao adopted the tactic of luring the enemy out of the city, set up an ambush in the south of the city, and eliminated a small detachment of the Japanese army and two squadrons of the puppet army in one fell swoop. In the third battle, Liu Haitao organized superior troops and captured Mengyin City in one fell swoop. After that, the Japanese puppet army was greatly frustrated and withdrew to Linyi, and the plan to "sweep" the Mengyin Mountains was all frustrated.
At that time, the news of "Commander Liu's three dozen strikes against Mengyin City" quickly spread throughout the Yimeng Mountains, and the masses of the people compiled songs and sang them everywhere:

Subsequently, Liu Haitao and his troops were ordered to enter the coastal areas and extensively carry out guerrilla warfare, which continuously expanded the coastal base areas and created conditions for the establishment of various anti-Japanese democratic regimes.

The War of Resistance Against Japanese Aggression entered the most arduous stage, and our anti-Japanese soldiers and civilians suffered unimaginable devastation. The scale, scope, strength, length, and poison of the means of this war are unprecedented. Commander Liu Haitao, according to the instructions of his superiors, ordered three regiments to carry out external combat, and when he led a regiment to the Qingtuo Temple, the Japanese puppet army suddenly surrounded it from all sides. He commanded his troops to quickly occupy favorable terrain and repelled several enemy attacks until dark. He held a meeting of cadres and decided to break through to the south.
After the breakthrough successfully threw off the enemy, Liu Haitao immediately organized his troops and set up ambushes at the key passes of the Linmeng Highway, eliminating two Japanese squads and a puppet army squadron. The next day, he approached Linyi and intercepted an enemy convoy and captured a batch of military supplies. A few days later, the troops set up an ambush at Shilan. In just half an hour of fierce fighting, more than 300 enemies were annihilated.
The enemy repeatedly "cleared and suppressed" the Base Area against Japan, and the situation continued to deteriorate, Liu Haitao led his troops into the mountainous areas to circumvent the enemy, and was attacked by the enemy at Lushan. He led a guard platoon and retreated northwest while fighting, before being surrounded by enemies soon after. At this time, Liu Haitao ordered the guards to break through the platoon into pieces and break through separately.
Liu Haitao, together with Zhu Yugan, minister of society in Lunan District, and 8 other people, fought hard and finally broke through the siege and arrived at Dujialin, the east of Mengyin City.
The enemy was soft and him, but Liu Haitao was soft and hard, and the enemy had no choice but to do anything in front of this communist who would rather cut off his head and never bend his knees, and was killed by the traitor Shi Shaowu on the orders of his traitorous boss Wang Liqing.
Wang Liqing, the traitor who killed commander Liu Haitao, first formed the Mengyin County Self-Defense Regiment as its leader. When the Japanese came, they immediately defected to the Japanese as traitors and became colonels of the pseudo-Mengyin County Self-Defense Regiment. In two years, nearly 6,000 fathers and fellow villagers in Mengyin County were recruited as traitors, organized into eight brigades, and occupied a vast area on both sides of the Wen River in the south of Mengyin County.

On March 8, 1945, the Luzhong Military Region of the Eighth Route Army launched a spring offensive, and Wang Jian'an, commander of the Luzhong Military Region, personally commanded the front line, conquered Mengyin County in one fell swoop, and captured Shi Shaowu, the recalcitrant pseudo-brigade leader.
Immediately afterward, the Eighth Route Army crushed Wang Liqing, who was then the brigade commander, and Wang Liqing fled and hid, not knowing where he was, until after the founding of New China, Wang Liqing first fled to Tianjin and then to the northeast.
