Wang Xiaolei was born in Weng Niu Te Banner, Chifeng City, Inner Mongolia Autonomous Region, joined the army in 1998, joined the Armed Police Inner Mongolia Headquarters, and was assigned to the Enshi Prefecture Detachment of the Armed Police after graduating from military school in 2003. In order to gnaw down the hard bone of poverty alleviation, Wang Xiaolei made up his mind: No matter where I am from, as long as I have more dirt under my feet, treat the masses as relatives, and do more practical things for the masses, I will eventually get the approval of the masses.

He began to work with the cadres of the "two committees" of the village branch and the members of the team stationed in the village to visit the whole village in a "relative-like" manner. Every time he goes to a household, Wang Xiaolei will talk with the masses, listen to the voices of the masses, and understand their production and life and difficulties.
"When you walk into the homes of the masses and understand the lives of the masses, you know what to do." In February 2017, Xiao Jie, a villager in the second group, was happy to have a dragon and phoenix fetus, but the boy was diagnosed with congenital heart disease, and his condition was serious and in urgent need of surgery. Wang Xiaolei quickly raised more than 110,000 yuan through online crowdfunding, applying for serious illness relief, and initiating charitable relief, and contacted experts from Wuhan Yaxin Hospital to perform surgery on the child.

In the past 5 years, Wang Xiaolei has run all the families in the village at least 10 times, he ran out of his own off-road vehicle, two motorcycles, and now riding the third. He also personally helped the villagers with more than 80,000 yuan of money and goods, and the villagers changed from the previous "no love to reason" and "not allowed to enter the door" to the present", "looking forward to the door" and "pulling the door", Wang Xiaolei has also become a relative of the villagers.

From Qingping Market Town, after a new road through the village, it takes less than a few minutes to drive to the Gaofeng Village Committee. Don't look at the road so smooth today, it turns out to be a different scene.

"In the past, the road through the village was potholed, not to mention, it was short and narrow. Out of the village is a sweat on a sunny day, two feet of mud on a rainy day. Gaofeng Village has jurisdiction over 6 villager groups, and in 2014, there were 183 households and 567 people in the village.
When he first came, there were only 3 kilometers of potholed 3-kilometer village roads in the village, and Wang Xiaolei drove an off-road vehicle into the village like a rocking boat, and after several months of high-intensity bumps, the off-road vehicle had to be "retired" and replaced by a large-displacement motorcycle.

In less than half a year, Gaofeng Village has built 10.3 kilometers of roads through the village and 24.5 kilometers to the group road, opening up the exit between the village and the outside world.
The fourth group is the furthest group in Gaofeng Village, and before the group road was hardened, the only machine ploughing road was steep and full of gravel and ravines, making the villagers in this group miserable.

With the road, the battlefield of poverty alleviation is "full of firepower": 67 households have been relocated and built, fruit and vegetable jelly warehouses have been built, and characteristic residential houses have been transformed... In the middle of summer in 2017, all 18 projects to be built in Gaofeng Village began construction, and the village courtyard was a fiery construction scene.
Drinking water safety is a major concern for the villagers. Before stationed in the village, most of the villagers in Gaofeng Village drank the eaves water, and Wang Xiaolei thought about solving this problem and "running" diligently. Through running projects, running support, and running farmers, we finally achieved full drinking water coverage in July 2017.

When he was first stationed in the village, all the kiwi fruits in Gaofeng Village were infected and fell into the garden, and the only few dozens of acres of peppers had no economic benefits, and Wang Xiaolei had mixed feelings. Lack of technology, no sales, insufficient development of their own capabilities, to find the "poor roots" of Wang Xiaolei began to prescribe the right medicine.

In September 2017, Wang Xiaolei found Zhong Caihong, a technical expert at the Wuhan Botanical Garden of the Chinese Academy of Sciences.
After field research, Zhong Caihong believes that the geographical environment and climate of Gaofeng Village are very suitable for planting kiwifruit, but it is necessary to change the varieties and strengthen management.
Kiwi base
Through the guidance of Zhong Caihong, Wang Xiaolei led the villagers to build two kiwi fruit industrial parks in the village, established 5 kiwi fruit industry cooperatives, developed more than 1,200 mu of kiwi fruit, and drove more than 200 villagers to increase their income and become rich.
Kiwifruit will take several years to bear fruit, and Wang Xiaolei has formulated a road map for the "combination of long and short" industrial development. Villagers are encouraged to raise pigs, and last year there were more than 10 villagers with pig raising incomes of more than 100,000 yuan, and 1 household with an income of about 1 million yuan. At the same time, Yan Fei, an able person, was introduced to return to the township to build a pepper processing plant, and the villagers in the village and neighboring villages were mobilized to plant more than 2,000 mu of peppers.

In order to achieve standardized and large-scale seedlings, at the beginning of this year, Wang Xiaolei actively sought the construction project of pepper seedling base from the Xianfeng County Agricultural and Rural Bureau. After multi-party coordination, the current total investment of more than 700,000 yuan pepper base factory nursery greenhouse has been built, can be put into use next year, is expected to breed 8 million seedlings, in addition to meeting the village planting needs, but also can radiate to the surrounding areas.
"I used to think that a day was a day, and there was no motivation in life. After Secretary Wang came, he regarded me as a relative and often encouraged me to care for me. Villager Wang Chao said that under the encouragement and leadership of Wang Xiaolei, more than 70 pigs are now raised and 3 acres of peppers are developed.
Villagers are bringing kang-made black pork down to kang
In February 2018, Wang Xiaolei suddenly felt numbness in his hands and feet, pain in his limbs, and difficulty in moving. After the Spring Festival, his condition worsened, and he was diagnosed with "polymyocarditis" at the state central hospital and had to be hospitalized immediately.
Wang Xiaolei refused to be hospitalized, he and village cadres and industrial households drove to the Wuhan Botanical Garden of the Chinese Academy of Sciences to seek support, to Huanggang, Hubei Province, to buy kiwi seedlings...
"I can't put it down until I'm done." Wang Xiaolei still insisted on staying at his post, until the leader of the unit issued a death order requiring him to be hospitalized immediately, and he temporarily left his post for hospitalization.
Nowadays, the kiwifruit, pepper and black pig industries in Gaofeng Village are "three-legged", and the collective economy is also growing, and the annual per capita income of the whole village has reached 12,800 yuan.
