Electric bicycles should meet the following requirements: with pedal riding function; with electric drive or electric auxiliary function; electric drive, the maximum design speed does not exceed 25 kilometers per hour; when electric auxiliary driving, the speed exceeds 25 kilometers per hour, the motor shall not provide power output; the mass of the complete vehicle is less than or equal to 55 kg; the nominal voltage of the battery is less than or equal to 48 volts; and the rated continuous output power of the motor is less than or equal to 400 watts.
The police said that the public can be popularly understood as a car that meets the standards of electric bicycles, with two wheels, pedal riding functions, batteries (voltage less than or equal to 48 volts), the dashboard shows that the maximum speed does not exceed 25 kilometers per hour, and at the same time, the weight of the vehicle is less than or equal to 55 kg. Motorcycles are road vehicles with 2 or 3 wheels driven by power units, excluding three-wheeled vehicles, motorized wheelchairs for the disabled, and vehicles that meet the requirements of the national standard for electric bicycles. Motorcycles are divided into two categories: mopeds and ordinary motorcycles, which belong to motor vehicles. Compliant mopeds and ordinary motorcycles can be found in the information inquiry system of the Equipment Industry Development Center of the Ministry of Industry and Information Technology.
