The new regulatory model will be piloted in nine major industries such as catering, logistics, and medical care, and at present, human resources and social security, housing construction, health and other departments have launched the formulation of comprehensive regulatory compliance manuals in the pilot areas.

Continuous optimization of the business environment in strengthening regulatory law enforcement involves the work responsibilities of multiple departments, Fang Baoqing, deputy director of the Municipal Market Supervision Bureau, introduced that the 5.0 version of the reform makes it clear that the city will further build an overall government supervision model, strengthen the top-level design of government supervision, and improve regulatory efficiency. At present, in order to accelerate the construction of a clear, fair and just, simple and efficient ex post facto supervision system, the city has taken the lead in establishing a "6+4" integrated in-the-fact supervision system.

What is "6+4"? Lin Ying, director of the Credit Department of the Municipal Market Supervision Bureau, told the Beiqing Daily reporter that 6 mainly refers to the 6 basic systems in comprehensive supervision, namely: risk supervision, credit supervision, hierarchical classification supervision, collaborative supervision, scientific and technological supervision, and co-governance supervision. 4 refers to the city's pilot implementation of 4 scenario-based measures such as "one industry and one book", "one industry and one single", "one industry and one single", "one industry and one investigation" and "one industry and one evaluation" in 9 industries such as catering, logistics, medical treatment, tourism, pension, property management, construction engineering, education and training, and Internet platform.

The Beiqing Daily reporter learned that "one industry and one book" refers to the formulation of a comprehensive regulatory compliance manual for each of the nine major areas of the pilot, which integrates all aspects of regulatory requirements and standards for each field; "one industry and one single" refers to the formulation of a unified inspection list for each field, and each department carries out inspections in accordance with the unified inspection list; "one industry and one inspection" refers to the overall inspection of the same type of market entities; "one industry, one evaluation" refers to the development of a unified credit rating for each field. The purpose of this comprehensive supervision method is to achieve "nothing disturbing and ubiquitous" government supervision.

Fang Baoqing also revealed that in the 5.0 version of the reform, Beijing will continue to promote the "double random, one open" supervision work. Except for special industries and key areas, general enterprise-related administrative inspection matters should be included, and in principle, all administrative inspection matters should be included in the list of random inspection items. Market supervision departments will formulate and issue relevant opinions on promoting the classification management of enterprise credit risks, promote the combination of "double random, one open" supervision and credit risk classification management, and take the results of enterprise credit risk classification by market supervision departments as an important reference for spot checks, such as focus, frequency, and proportion, and effectively improve the targeting and accuracy of spot checks.
