The video provided by netizens shows that there is a green cage net on the grass by the river, and there are all kinds of fish of different sizes on the mud next to it, and there are many small fry in the video, which are covered with mud.
At present, Hanzhong is in the fishing ban period, the Hanjiang River is also a prohibited area, and the cage net itself is a prohibited fishing gear, so enthusiastic netizens have reported to the Nanzheng District Agricultural and Rural Bureau by phone.
On the afternoon of the 12th, Huashang Daily-Ersanli contacted the Agricultural and Rural Bureau of Nanzheng District to reflect this phenomenon and learned about the follow-up treatment.
Through the staff of the Bureau's Agricultural Law Enforcement Brigade, it was learned that after receiving the report from the masses, the Law Enforcement Brigade immediately sent 4 team members to the scene at 2:30 p.m. At the scene, 1 pair of prohibited fishing gear (commonly known as the net, about 20 meters long) was found, and more than 40 rotten silver fish, 2 turtles and a number of small miscellaneous fish were scattered in and near the net, all of which were highly corrupt.
Law enforcement personnel inspected the fishing gear, found that the "net of the family" tied stones at both ends, preliminarily judged that the parties used the net to sink into the bottom of the river for fishing, due to the increased inspection efforts, did not collect the net in time, when the net was found to be corrupt, they abandoned the net gear and the catch at the scene, and then found by the masses to report.
Subsequently, law enforcement officers visited nearby people, but did not get useful clues. Since no illegal fishing was found at the scene, it was difficult to fix the evidence and hold the parties responsible. Law enforcement personnel inspected and photographed the scene, buried the corrupt catches deeply, moved the prohibited fishing gear to a safe area for destruction, and promptly informed the relevant departments of the relevant situation.
It has been learned that the Nanzheng Brigade of the Hanzhong City Agricultural Comprehensive Law Enforcement Team has established a daily inspection system for prohibiting fishing on the Yangtze River, and has carried out inspections and inspections of key waters such as the Liangshan Special Bridge, the Han River No. 2 Bridge, the No. 3 Bridge, the No. 4 Bridge, the Lianshui River, and the Lengshui River within its jurisdiction. Since January to April this year, a total of 202 law enforcement personnel have been dispatched, 40 routine anti-arrest patrols have been carried out, and 3 surprise inspections and night inspections have been carried out in conjunction with public security and market supervision departments, and 15 complaints and reports have been handled.
At present, the law enforcement brigade has communicated the situation with local towns, villages, and police stations, and will further increase the frequency of inspections in key waters, and jointly with public security departments to conduct simultaneous night raids and squatting in key waters, and severely crack down on the use of illegal fishing gear.
The Fisheries Law of the People's Republic of China clearly stipulates that whoever fishes in violation of the provisions on the prohibited fishing area or the fishing ban period, or uses prohibited fishing gear, fishing methods and net gear smaller than the minimum mesh size to catch fish, or if the proportion of juvenile fish in the catch exceeds the prescribed proportion, shall confiscate the catch and illegal gains and impose a fine of not more than 50,000 yuan;
At the same time, according to the Opinions on Punishing Illegal and Other Illegal Crimes in the Yangtze River Basin in accordance with the Law, jointly issued by the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security and the Ministry of Agriculture, those who use prohibited fishing tools to catch fish in prohibited fishing areas will be convicted and punished for the crime of illegal fishing for aquatic products in accordance with the provisions of Article 340 of the Criminal Law.
No unit or individual may organize or participate in illegal fishing or other illegal activities in waters where fishing is prohibited or during the period during which fishing is prohibited, and have the right to supervise and report relevant violations of laws and regulations.
