From 0:00 to 24:00 on December 20, there were 42 new locally confirmed cases in Xi'an, including 8 cases from asymptomatic infected people to confirmed cases, all of which have been transferred to designated medical institutions for isolation treatment and medical observation. From 0:00 on December 9 to 24:00 on December 20, the city reported a total of 91 locally confirmed cases.

In order to detect and control potential infected people as early as possible, effectively curb the risk of spread of the epidemic in the community, and strive to control the spread of the virus to a minimum extent, after the expert group's research and judgment, Xi'an has designated some areas with high potential risks as control areas and sealing areas, and implemented classified management.

According to reports, the buildings, units, points, etc. where positive cases occur are demarcated as sealing and control areas, and the closure and control measures are implemented at the first time, and the "stay at home, service door-to-door" is implemented. The area where the positive case is more active 2 days before the onset of the disease, has a certain risk of transmission, and its close connection and close tracking and judgment are difficult to determine, which is designated as a control area, and the implementation of "people not leaving the area and strictly prohibiting gathering". At present, there are 90 sealing and control areas in Xi'an. In the early morning of the 21st, the city delineated 4 control areas, and various control measures are currently being implemented.

Nucleic acid testing of all employees is a key means of early detection and rapid interruption of the epidemic. Starting at 10:00 a.m. on the 21st, all districts, counties and development zones in Xi'an have fully launched a new round of nucleic acid testing.
