Located in the Information Building of Xicheng District, Beijing, the site of the China Industrial Development Research Institute, more than 20 experts from the Research Center for Eco-Environment of the Chinese Academy of Sciences, the Cultivated Land Quality Monitoring and Protection Center of the Ministry of Agriculture and Rural Affairs, China Agricultural University, China University of Mining and Technology and Inner Mongolia Environmental Protection Investment Group Co., Ltd. gathered here, and the project team of "Xilinhot Humic Acid Industry Development Plan" in Inner Mongolia, which has been brewing for three years, was officially established.
The project is also a comprehensive platform that integrates multiple resources and multiple elements after three years of in-depth research and meticulous planning by the China Industrial Development Research Institute, aiming to build an industrial engine of a "community of life" under a new pattern of double circulation, using humic acid as the medium to fundamentally control the land and grasslands of Xilinhot City and recreate green waters and green mountains. November 23 was the first formal meeting of the project team.
Chen Shijie, general manager of Inner Mongolia Environmental Protection Investment Group Co., Ltd., said through video introduction that Inner Mongolia is an important ecological barrier in China, and the task of protecting and controlling grass and sand in landscapes and forests and lakes is relatively heavy, and the party committee and government of the autonomous region attach special importance to this, so the project of "Planning" is to start from the national policy of green development and ecological priority, combined with the rich lignite resources that have been mined and maintained locally, and try to explore an ecological development path that rationally matches and utilizes resources and the environment.
According to Cai Hongbing, president of the China Industrial Development Research Institute, according to multi-party research and calculations, the ecological restoration and governance in Inner Mongolia has a stock demand scale of about 300 billion yuan, in addition, there are about 200 billion derivative and supporting incremental governance scales. Therefore, the scale of this governance repair is very large, and the market is also very large.
Participating experts believe that environmental governance is an input issue from the surface, but in fact, it is a technical issue and a support issue in essence. So what we have to do is not only planning, but because of the huge investment, we must explore a mechanism that can repair and make blood while repairing outside the planning, which is also the top priority of the "Planning" to be able to land and make ecological sustainable governance and sustainable restoration.
Dr. Gao Mingqing of the China Industrial Development Research Institute introduced that the industrial chain of humic acid is relatively long, and there are still relatively few large leading enterprises in China, especially in Xilinhot, which is currently a solid waste lignite stock of more than 2 billion tons, which has a great impact on the local environment every year to the spring when the wind blows. Therefore, the treatment of the environment requires the use of technology to enhance products, and finally turn lignite into the organic fertilizer required for our soil, as well as the application of humic acid in agriculture, industry, medicine, chemical industry and other fields, which is an expectation of our planning for the humic acid industry. The local authorities have analyzed and tested the basic properties of lignite humic acid since 2018, and have tested lignite in several mines in the jurisdiction 12 times, and the final report this year concluded that the average content of organic matter is more than 85% and the humic acid content is between 10-20%, which is a very good resource. This further supports the significance and value of our humic acid special plan.
Xilinhot's lignite reserves of about 15 billion tons, coupled with a large number of lignite that have been mined as solid waste, are a huge waste for the land and environment that need to be treated urgently, and scientific utilization is therefore imminent.

The "Planning" is divided into three sections, the first is the research on the basic environment of the development of humic acid industry in Xilingol League, Inner Mongolia, which analyzes the current industrial and market conditions at home and abroad in the field of humic acid, and finds new value links in the future industrial chain under the double cycle. The second is the research on the development planning of humic acid industry in Xilingol League, Inner Mongolia, and the product layout is studied from the value and significance of the industrial chain. The third is to do the economic benefits of the Humic Acid Industry in Xilingol League, Inner Mongolia, investment promotion and industrial policy research, as a supporting research, focusing on the calculation of economic benefits, investment promotion, park construction, etc., and studying how to use policies, markets and technologies to support the industry, these three plates are the overall planning we want to do this time.
Participating experts believe that humic acid products have several decades of development history in China, but because its industrial chain has not formed a closed loop in China so far, from this point of view, humic acid is still a new product. In Xilinhot, if we can establish a closed-loop complete industrial chain, and then open up and connect the industrial chain of Inner Mongolia and even the whole country, and finally open up the domestic and international markets, and finally build a national humic acid industrial highland with green industrial development, driven by scientific and technological innovation, talent gathering highland, and efficient utilization of resources. This is also the significance and value of this special plan.
Li Rong, deputy director of the Farmland Quality Monitoring and Protection Center of the Ministry of Agriculture and Rural Affairs and vice president of the China Humic Acid Industry Association, said that the decline in soil quality of Agricultural Arable Land in China is not optimistic, and relevant departments and scientific research units have also been looking for ways to repair and improve, if Humic Acid can develop into a new industry, it is very important for food security and food safety, and for improving the safety of environmental quality. We must find out the core things in industrial planning, and summarize and study them, which is conducive to the future industrial layout.
Yuan Hongli, a professor at China Agricultural University, said that her team has done a relatively systematic survey of China's coal resources that can do humic acid for many years, such as Inner Mongolia, Xinjiang and Yunnan, which are unique in terms of resources. We came to do this project planning as a whole this time, is an entry point for development planning, we have developed this special resource in the past, mainly for agricultural applications, but humic acid in industry, chemical, medicine and other aspects it has a good application prospects, so it is a good thing.
Participating experts stressed that the implementation of the "Plan" needs a good business environment, a good investment environment, and a good cultivation environment. The cultivation process of the humic acid industry is very critical, and many enterprises walk without it, and there is a reason for this. All three environments are indispensable. Blood cannot be drawn when the blood is transfused, and nutritional support must be obtained when it is time for hematopoiesis.
Participating experts pointed out that Xilinhot is an underdeveloped city, industrial cluster, industrial structure, industrial ecology, in fact, are to be developed. If the humic acid project can be truly landed here and form a closed loop, it will open up a good new industry for Inner Mongolia, improve the soil, improve the environment, change the industrial structure at the same time, and ultimately change the lives of the locals.
