On both sides of the road are high-rise buildings, and the logos of well-known enterprises such as JD.com, Baidu, Netease, Dangdang, and Tuniu on the upper floor attract attention. Seeing such a scene, you may think that you are in Beijing Zhongguancun or Shenzhen Nanshan Science and Technology Park, but in fact, it is a beautiful scenery in the northern Jiangsu city of Suqian.
A few days ago, a short film of "Twelve Hours of Suqian" showed the outside world the legendary counterattack story that has occurred in Suqian in the past 12 years since the official settlement of the Jingdong Customer Service Center.
How cities and enterprises can achieve communion and mutual achievement, Suqian and Jingdong provide a sample worth analyzing.

01
In the past decade, the proportion of Suqian's tertiary industry has increased by 12.7 percentage points
On November 20, 2009, Jingdong Customer Service Center was officially settled in Suqian. No one could have expected that this would be the beginning of a long "chemical reaction" between a business and a city.
Specifically, the impact of Jingdong on Suqian is mainly reflected in two aspects.
First, the most direct impact on industry and employment.
In 2009, Jingdong Customer Service Center settled in Suqian, with only 80 employees at that time. Subsequently, with the completion of the first and second phases of the customer service center, the staff of the Jingdong customer service center has grown to tens of thousands. Among them, 70% are Suqian people.
However, JD.com's greater contribution may lie in the "chain reaction" it triggers - Dangdang, Xiaomi, Tuniu and many other Internet companies have also followed jd.com's footsteps and moved the customer service center to Suqian.
Today, There are 25,000 customer service personnel in Suqian alone.
In addition, Suqian's China Suqian E-commerce Industrial Park brings together more than 500 well-known e-commerce enterprises, gathering more than 37,000 young people, from customer service business to e-commerce platform design and development, product sales and operations, etc., becoming a comprehensive whole industry chain park.
At present, Suqian has become a veritable "e-commerce city": the number of active online stores has reached 65,000, and the number of employees related to the e-commerce industry has exceeded 550,000, that is to say, 1 in 9 people rely on e-commerce to eat.
In this process, the e-commerce industry has grown into the trump card industry of Suqian, and it is also the first 100 billion-level industry in Suqian.
According to the National Economic Statistical Bulletin, in 2010, the proportion of three industries in Suqian was 17.9:47.2:34.9, while in 2020 ten years later, the proportion of three industries was: 10.5:41.9:47.6.
It can be seen that in the past decade, the proportion of the primary industry in Suqian has decreased by 7.4 percentage points, the secondary industry has decreased by 5.3 percentage points, and the tertiary industry has increased by 12.7 percentage points.
As we all know, the proportion of the tertiary industry symbolizes the degree of "modernization" of a local industrial structure. Suqian, where the proportion of tertiary production is close to 50%, has undoubtedly truly achieved the upgrading of the industrial structure in the past decade.
The change in population flow can best reflect the "gold content" of Suqian's changes due to the e-commerce economy: in the past three years, a total of 352,800 people have returned to their hometowns to work and start businesses, and the number of migrant workers has dropped from 1.1 million at the peak to 580,000 at present. The talent inflow ratio of Suqian has also increased year by year, with 24,000 and 25,000 talents introduced in 2017 and 2018, respectively.
02
Create a benchmark for the construction of a new type of smart city
The second is the impact on the temperament of the entire city.
For a long time in the past, Suqian was a relatively backward area in the economically strong province of Jiangsu.
However, thanks to the development of the e-commerce economy and the optimization of the industrial structure, today's Suqian is obviously tearing off the past "backward" label and becoming "foreign".
For example, today's Suqian also has an important title - smart city.
There are several iconic moves in this regard. First, in 2017, the world's first UAV operation and dispatch center, Jingdong Smart Logistics National Operation And Dispatch Center, was put into use in Suqian. Since then, Jingdong drone delivery has begun to operate normally in Suqian. This is one step ahead of both first- and second-tier cities.
Subsequently, in 2018, the Suqian Jingdong Home Black Gold Store, which is full of various black technologies, was the largest Jingdong Home at that time, which allowed the computer digital experience of Suqian people to synchronize with the north, Shanghai and Guangzhou.
The "Suqian New Smart City Master Plan" released in May this year clearly proposes to build Suqian into a benchmark for the construction of new smart cities in small and medium-sized cities across the country with distinctive characteristics, and innovate the use of new technologies such as wisdom perception, Internet of Things, big data, and 5G to create a big data innovation application "Suqian Model" with thorough perception, comprehensive interconnection and efficient collaboration.
03
The development value of the city and the region will be conveyed to the north and south of the river
Of course, it is not only Suqian that benefits.
As a new type of entity enterprise, JD.com has ecological inclusiveness, plays the role of "digital technology service provider" and "infrastructure operator", actively exports digital technology capabilities to the outside world, builds and operates new infrastructure inclusive sharing, and in the process of practicing corporate social responsibility and promoting common prosperity, it also conveys its development value to the city and the region to the north and south of the river.
For example, since 2011, when JD.com opened the first distribution station in Tibet in Lhasa, JD.com has continued to invest in infrastructure such as retail and logistics in Tibet in the past ten years, supporting Tibet's economic and social development with comprehensive digital and intelligent social supply chain capabilities.
For example, the most direct feeling of ordinary people is that the current online shopping time in Tibet has increased from the past ten days and half a month to the fastest "same-day delivery" in Lhasa.
In 2020, JD.com also undertook e-commerce demonstration projects in 47 counties in Tibet, and this year will also land 100 convenience stores in Tibet to support Tibet's commercial and trade circulation entities to accelerate online integration. Now, people in Tibetan areas can buy exactly the same goods at the same price as anywhere in the country.
In July 2021, JD.com also signed a strategic cooperation agreement with the Department of Commerce of the Tibet Autonomous Region, focusing on comprehensively deepening cooperation in the fields of rural revitalization, e-commerce into rural areas and county-level commercial construction.
For another example, in the millennium porcelain capital Of Jingdezhen, after high-quality ceramic products settled in Jingdong, they can accurately lock in consumer groups through rich business forms such as direct sales, pop, and auction, completely breaking through the dilemma of "good wine is still afraid of deep alleys".
At the same time, Jingdong Retail Cloud also provides technical empowerment support to create a unified circulation platform for Jingdezhen, precipitating data assets through extended chains, supplementary chains and strong chains, better serving refined operations and industrial chain efficiency improvement, and allowing data to better promote the digital and intelligent upgrading of Jingdezhen ceramic industry.
Similarly, examples of changes in a certain region and an industry by Jingdong Ecology abound.
Taking the revitalization of the countryside as an example, Jingdong helped Jiangsu Suqian Bawang crab turnover increased by 600 times year-on-year, Guizhou Xiuwen kiwi fruit sales increased by 10 times year-on-year, and Fujian Gutian edible mushroom turnover increased by 320% year-on-year... During the Jingdong Double 11 period this year, high-quality agricultural products from the origin were sold well, achieving an output value of more than 30 billion yuan and driving more than 5 million farmers to increase their income.
The industry has developed, the peasants have increased their income, and the local development has naturally become more vigorous.
04
Attract enterprises with enterprises, and upgrade industries with industries
The "chemical reaction" between JD.com and Suqian and other regions has brought at least two aspects of enlightenment.
On the one hand, local development must dare to seize the wind.
Still take Suqian as an example. In 2009, the degree of importance and influence of the e-commerce economy was far less than today, Jingdong decisively laid out the customer service center in Suqian, and Suqian also actively accepted it, which required a certain amount of courage at that time.
However, it is precisely this forward-looking that allows Suqian to seize the dividends of industrial upgrading earlier, become one of the biggest beneficiaries of China's e-commerce economy, and obtain the opportunity to "change lives against the sky", and even in some respects can already compete with first- and second-tier cities.
After all, waiting until an industrial development is mature, and then laying out, in fact, it is already one step behind.
There are many more examples of this. For example, in the past two years, many people have called Hefei, which dares to lay out the chip and new energy automobile industry in advance, as a "casino", and the same reason is actually behind it.
On the other hand, the value of enterprises to cities and regions must not only look at how many most basic benefits such as employment and taxation are brought by a project, but also look at whether it can inject "living water" into the industrial upgrading of cities and regions, and whether it can bring about ecological changes.
From today's point of view, at that time, the short-term value of the Jingdong customer service center settled in Suqian was actually not very prominent. However, a leading enterprise such as JD.com has a strong leading role, and its settlement itself is a vote of trust in the city and is part of a city's business environment.
It can be said that without JD.com, the probability of other Internet companies "staying" will become very low.
This actually reveals a simple truth, that is, the investment promotion and industrial upgrading of cities and regions must be to attract enterprises with enterprises and upgrade industries with industries. Behind this is the resource aggregation effect at work.
This law is actually true both at home and abroad. For example, Silicon Valley to San Francisco, FedEx to Memphis, Foxconn to Zhengzhou, etc., they are all because of a certain industrial form, or a certain enterprise, thus driving the changes in the industrial ecology of the entire region, and ultimately realizing the "mutual achievement" of enterprises, industries and cities.
It is believed that in the era of deep integration of the real economy and the digital economy and the promotion of common prosperity, legendary stories such as Jingdong and Suqian will occur in more places.
