Innovate the mechanism of "three-level party and government leaders to grasp the uninsured" mechanism to implement responsibilities
Lingshan County has established a working committee for the protection of minors, with the secretary of the county party committee and the county chief jointly serving as the director of the uninsured committee, and 34 member units, 19 towns (streets) and 411 villages (communities) have correspondingly established a leading group for the protection of minors, forming a work pattern in which secretaries at three levels grasp the uninsured, and comprehensively establishing a coordination mechanism for the care and protection of minors that runs vertically through counties, towns, and villages, and radiates horizontally to party, government, and mass enterprises. "By clarifying the scope of responsibilities of all levels and departments, information sharing between courts, public security, civil affairs, justice, finance and other departments is realized, and departmental linkage is formed, and effective synergy is formed at the three levels of counties, towns and villages." In order to further promote relevant work, Lingshan County has established and improved more than 10 systems such as joint meetings, incentives, rewards and punishments, and compulsory reports, regularly coordinated and solved problems encountered, and incorporated them into the "14th Five-Year Plan" work planning and performance evaluation system to ensure the smooth development of all work on the protection of minors.
Grid management improves the ability to care for children's growth
On the afternoon of December 13, after school in Dalu Village, Fozi Town, students went to the village-level minor protection studio slide, played table tennis, and flipped through books. There are 722 students in Dalu Village School, and the completion of the village-level minor protection studio provides a safe and stable place for children to learn and play.
The same services are gradually rolling out in Lingshan County and are being further upgraded to achieve grid information management functions. At present, the county integrates the existing positions such as children's homes in various villages (communities), rural bookstores, and new era civilization practice stations, and has set up juvenile protection studios in 100% of the 411 villages (communities) in the county, equipped with child grid administrators, and promoted the grid management of juvenile protection.

Long-term mechanism to create a pattern of co-construction and co-governance work
"Juvenile protection workers are the 'guardians' of children and need to invest more love and responsibility in their work." Huang Tengmei is one of the three graduate students introduced by Lingshan County to work on the protection of minors, and she is passionate about this job.
Lingshan County, with the construction of uninsured positions at the county, town, and village levels as the starting point, has set up county-level juvenile protection centers, promoted the construction of township-level juvenile protection workstations and village-level juvenile protection studios, and equipped with special administrators in one center, one station and one room. At the same time, the introduction of social work professional talent incentive policy, the current county's professional social work institutions have grown to 3, the number of social workers with licenses increased from 10 in 2019 to 32 in 2021. "Professional social workers have entered the community, school, and family, improving children's professional service capabilities." Lingshan County has also continuously improved the long-term management mechanism to effectively solve the problems of minors losing control, no one to raise them, and no psychological counseling. At the Lingshan County Maternal and Child Health Hospital, the county procuratorate's "one-stop" evidence collection and rescue center has been built, which is the first time that the county has introduced a psychological assistance project for minors. The center sets up multiple functional areas such as inquiry and investigation, inspection and evidence collection, psychological counseling, and comprehensive assistance, and judicial organs can complete work such as case inquiry, evidence extraction, medical examination, psychological counseling, judicial aid, and prevention education at one time, to avoid "secondary harm" and protect the lawful rights and interests of minor victims to the greatest extent possible. Since its establishment, the center has professionalized and normalized the special procuratorial system of "psychological counseling for minors", and carried out psychological counseling and evaluation 106 times for 11 juveniles involved in crimes, 5 minor victims, and 34 minors with psychological difficulties, so as to promote their mentality change and behavior correction.
