The Dajimin Project is the backbone project of the national and Sichuan water network system, and is a large-scale water diversion project from the Dadu River to the Chengdu Plain of the Minjiang River Basin approved by the State Council in the Comprehensive Planning of the Yangtze River Basin (2012-2030) (Guo Han [2012] No. 220) and the Comprehensive Planning of the Minjiang River Basin (Water Planning [2021] No. 287) approved by the Ministry of Water Resources.

The Introduction of the Dajimin Project plays an important role in solving the water shortage bottleneck faced by the future further development of the Dujiangyan Water Supply Area, supporting the implementation of the development strategy of "Chengdu-Chongqing Area Twin Cities Economic Circle", improving the safety and security capacity of urban water supply, improving the guarantee rate of agricultural irrigation, and promoting the construction of ecological corridors in Min, Tuo, Fu and yangtze Rivers.

The Project is a large-scale water conservancy project identified by the State Council's Approval of the Comprehensive Plan for the Yangtze River Basin (2012-2030) and the Sichuan Provincial Government's Approval of the Sichuan Provincial Comprehensive Plan for Water Resources, and is an important part of the "Five Horizontal and Six Vertical" Water Diversion and Replenishment Ecological Water Network in Sichuan Province. The "Opinions on the Water Resources Demonstration Report on the Overall Plan of The Tianfu New Area of Sichuan Province" issued by the Ministry of Water Resources and the "Technical Advice on the Allocation of Water Resources in the Dujiangyan Water Supply Area" issued by the General Institute of Water Planning clearly lead to the Dajimin Project as one of the water replenishment projects in the Dujiangyan Water Supply Area and one of the water source projects in the Tianfu New Area. The Dajimin Project diverts water from the Dadu River and Tsing Yi River to the Dujiangyan Water Supply Area, and plans to divert more than 3 billion cubic meters of water per year in 2020.
From October 27 to 29, 2021, the General Institute of Water Planning of the Ministry of Water Resources organized a technical discussion meeting on the "Special Report on the Scale and General Layout of the Project of Introduction to Dajimin". After serious discussions and in-depth exchanges, the experts and representatives attending the meeting fully affirmed the necessity and urgency of introducing the construction of the Dajimin project.
After the technical seminar, the participating experts visited Lushan, Sichuan province in mid-November to conduct on-site investigation of the key points involved in the project and further put forward suggestions for improvement.
On November 23, 2021, the General Institute of Water Planning held another video conference to consult on the improvement of the opinions. Under the strong leadership of the Provincial Water Conservancy Department and the Headquarters for the Promotion of the Project, the Sichuan Provincial Water Conservancy Development Group guided the Sichuan Provincial Water Conservancy Institute Design Company to grasp all kinds of work and revise and improve the scale and general layout of the Project.
On December 13, 2021, the General Institute of Water Planning of the Ministry of Water Resources held a technical discussion meeting to study and agree on the thematic plan. Through the review, the special plan has laid a solid foundation for obtaining the provincial government's suspension order in the next stage, orderly carrying out the work of land requisition and migration, and comprehensively carrying out the design of the feasibility study stage of the Dajimin project, laying a solid foundation for the completion of the feasibility study in May 2022 and the start of construction in early 2023.
According to the advice of the General Institute of Water Planning, the Dajimin Project Plan takes the Dadu River as the centralized water source, recommends the Luding Hydropower Station Reservoir Area as the water source point, and cancels the Jinjixia Reservoir, the single-line artesian water diversion of 2.7 billion cubic meters to the Xuyan Hanoi of the Dujiangyan Canal System replenishes the Dujiangyan Irrigation District, and at the same time, according to the rigid water demand growth area of Chengdu, the Sanba Reservoir in Dayi County is formed to add a bei trunk line + reserved south trunk line plan for the new water crossing from the Tianfu New Area to Longquan Mountain in the South Trunk Road to the east, and then effectively build a dual water source in Chengdu 3. Water supply safety guarantee system of double water transmission channel.
It can be seen that the diversion of Dajimin has reduced the amount of water diverted by 300 million cubic meters.
The construction of the Introduction Of Dajimin Project will have a significant impact on Ya'an Tianquan and Baoxing:
First, the implementation of the Dajimin Project and the Long March Canal Project will reduce the power generation of downstream cascade hydropower stations, which in turn will affect local fiscal revenue;
Second, in the process of project construction, it will cause vegetation damage, reduce the amount of water in the river, and produce a large amount of slag disposal, which will have a negative impact on the ecological environment, water environment quality, and aquatic organisms along the line;
Third, the construction of the project will increase the water flow of the Tsing Yi River, and the increase in the flow will increase the pressure of flood control and drainage in Ya'an City;
Fourth, the project is a linear project, involving a wide range, a long front, and a large amount of land requisition, demolition, and resettlement.
