In May 2020, The Rongchang police received a report from Ms. Zhang, saying that she had been defrauded of more than 6,000 yuan by Kang. In order to solve the problem of difficulty in collecting evidence caused by the epidemic, under the full guidance and support of the Legal Corps of the Chongqing Municipal Public Security Bureau, the Rongchang police have drawn elite police forces from the legal system, Science and Information Technology and other police departments to form a technical team to focus on innovative research and development of "remote inquiry" evidence collection tools. Through one year of technical research and research demonstration, the legal effect of the "remote inquiry" evidence collection tool to obtain evidence has been recognized by the Chongqing Municipal High People's Court, the Municipal Procuratorate, the Municipal Public Security Bureau, and the Municipal Bureau of Justice. In August 2021, the Rongchang police "remote interrogation" forensic tool was officially piloted.

On August 19, 2021, the police handling the case questioned Ms. Zhang who was far away in Hubei through the "remote interrogation" evidence collection tool. During the whole interrogation process, the police did not need to meet with Ms. Zhang, effectively saving the time cost of the police handling the case from Chongqing Rongchang to Chongyang, Hubei, and greatly improving the efficiency of case handling.

Gu Yi, chief of the Legal Corps of the Chongqing Municipal Public Security Bureau, said that due to the impact of the epidemic, the police handling the case are facing the risk of isolation and infection, and the "remote interrogation" evidence collection tool can effectively solve this problem, and the tool has been applied in 3 criminal cases with effective judgments in Chongqing.

Gu Yi said that the "remote inquiry" evidence collection tool is a new model of "cloud evidence collection" created by the public security organs in view of the normalization of epidemic prevention and control and the wide and scattered distribution of victims and witnesses of new types of cybercrime, which is convenient and efficient, has strong practicality, greatly improved the efficiency of police affairs, not only has a wide range of promotion value in the public procuratorial law and administrative law enforcement organs, but also has a wide range of application prospects in the field of urban social governance.

According to statistics, since the trial operation in August this year, the Rongchang police have interrogated 47 witnesses through the "remote interrogation" evidence collection tool, saving about 270 working days of case handling time and saving nearly 300,000 yuan in case handling costs, and the areas where the subjects of questioning are included Heilongjiang, Liaoning, Guangdong and other provinces and cities.
