In order to further optimize the road traffic environment, reduce motor vehicle exhaust emissions, improve the quality of the atmospheric environment in the downtown area of Nanyang, and ensure the health of the people and smooth travel, in accordance with the "People's Republic of China Air Pollution Prevention and Control Law" and the "Road Traffic Safety Law of the People's Republic of China" and other relevant laws and regulations, combined with the actual road traffic in Nanyang City, after research, on December 7, the Nanyang Municipal People's Government issued the "Notice on the Implementation of Motor Vehicle Restriction Measures in the Central Urban Area". It was decided to implement restrictions on motor vehicles in the central urban area.
The relevant matters are notified as follows:
1. Restricted areas
All roads in the area south of Xinchen Road, west of Changjiang North Road, north of Xuefeng Road, and east of Beijing Road (excluding this road).
2. Limited travel time
From December 9, 2021, the traffic restriction will be implemented from 8:00 to 19:00 on weekdays; there will be no restriction on weekends and statutory holidays, and the end time will be announced separately.
3. Regulations on Traffic Restrictions
(1) According to the last Arabic numeral of the number plate of the motor vehicle (including the temporary number plate and the foreign number plate) (if the tail number is an English letter, the last number before the letter shall prevail), the tail number of the license plate is limited to two license plate numbers per day on weekdays.
That is, Monday limit 1 and 6, Tuesday limit 2 and 7, Wednesday limit 3 and 8, Thursday limit 4 and 9, Friday limit 5 and 0, due to statutory holidays, according to the corresponding working day limit.
(2) In order to ensure the normal operation of urban production and life, the following motor vehicles are not subject to the above measures:
1. Military vehicles, police cars, fire trucks, ambulances, engineering rescue vehicles;
2. Long-distance buses, buses, taxis, school buses and commuter vehicles that apply for market entry passes;
3. All kinds of administrative law enforcement vehicles and road wrecker special vehicles with uniform markings on the appearance of the body and performing tasks;
4. The appearance of the body is sprayed with unified logo of sanitation, garden, municipal (including sludge transportation), heat, water supply, power supply, gas supply, oil supply, communication, postal service (including express delivery), mortgage (including "PBC" logo), insurance claims survey, news interview, medical waste transfer, funeral and other special vehicles;
5. Green channel vehicles with obvious signs for transporting vegetables, logistics vehicles that serve people's livelihood.
6. Vehicles with special number plates for new energy vehicles.
7 Small automatic passenger vehicles for the disabled that have been approved by the Municipal Disabled Persons' Federation and applied for a permit.
(3) The majority of traffic participants should consciously abide by the provisions of this notice, choose the mode of transportation in advance, and reasonably plan the travel route. Motor vehicles that violate the traffic restrictions of this notice shall be punished by the public security traffic management department in accordance with law. Vehicles used for marriage, funeral, or transportation of critically ill patients that violate the provisions on traffic restrictions and are investigated and punished or photographed may explain the situation to the public security traffic management department with relevant certificates, and if it is verified to be true, no punishment will be given.
