In order to severely crack down on environmental violations, effectively improve the quality of the ecological environment, implement the spirit of the "ten backwards" instructions of the provincial party committee, the provincial government, the municipal party committee and the municipal government, and effectively increase the investigation and handling of environmental violations, the six prominent environmental violations found in the atmospheric environment law enforcement inspection organized by our city are now disclosed to the public.

1. Tianjin Iron Works Co., Ltd. (coking plant) exceeds the standard emission problem

On September 26, 2021, the Handan Municipal Bureau of Ecology and Environment's County Branch pushed the verification task of "Tianjin Iron Works Co., Ltd. (Coking Plant) No. 23:2 on September 25, 23:2, 23:2, showing that the smoke from the coke oven chimney exceeded the standard by 0.17626 times", and found that the coking plant exceeded the standard emissions. The company was fined 400,000 yuan in accordance with the discretionary elements and judgment criteria.

Enlightenment: The discovery of this problem gives full play to the advantages of scientific and technological law enforcement and accurately cracks down on environmental violations. The next step will be to make full use of online monitoring, sub-metering and VOCs exceeding the standard alarm and other big data information, strengthen the collection of clues, carefully analyze and clarify the key points of inspection, and ensure that on-site law enforcement inspections are accurate and effective.

Second, cheng'an Yuxiang carbon co., ltd. pollution control facilities are not operating normally

On October 17, 2021, when the law enforcement personnel of the Ministry of Ecology and Environment inspected Cheng'an Yuxiang Carbon Co., Ltd., they found that the company's No. 1 calcination furnace was being produced, and there was a clear flame in the furnace; the No. 2 calcination furnace was being calcined, there was a flame at the bottom, and the No. 1 and No. 2 calcinators were emitting exhaust gases at the scene, and the EIA document required that the sulfur dioxide produced by the calcination process be discharged through a 35-meter high exhaust cylinder after treatment by the alkali spray tower. The site was quickly checked by using ph test strips to spray circulating water of the No. 1 calciner spray tower, and the test results showed that the ph value was 2 (acidic), the No. 2 calcinator spray tower did not use circulating water for desulfurization, and the flue gas was discharged into the atmosphere without treatment. The Cheng'an County Sub-Bureau has transferred 1 person to the public security organs and placed 1 person under administrative detention.

Tip: Under the current high-pressure situation of ecological and environmental law enforcement, serious illegal discharge behaviors such as the normal operation of pollution control facilities (evading supervision) will be severely cracked down.

Third, Weixian Tianhao Rubber Industry Co., Ltd. does not implement emergency control problems during the emergency response to heavily polluted weather

On November 18, 2021, during the secondary response to heavily polluted weather, the law enforcement personnel of the Weixian Branch of the Handan Municipal Bureau of Ecology and Environment found during their daily inspection of the Weixian Economic Development Zone that the recycling and rubber refining processes of Weixian Tianhao Rubber Industry Co., Ltd. had not taken closed measures in accordance with the regulations, and the workshop odor was serious, which was "illegally discharged pollutants by evading supervision such as improper operation of pollution prevention and control facilities". The local sub-bureau has ordered the illegal acts to be stopped and a case has been filed and punished, and transferred to the Wei County Public Security Bureau Environmental Security Police Brigade for handling.

Fourth, Hebei Jianuo Plastic Products Co., Ltd. does not implement emergency control problems during the emergency response to heavily polluted weather

On November 18, 2021, during the secondary response to heavily polluted weather, law enforcement officers of the Weixian Branch of the Handan Municipal Bureau of Ecology and Environment found during their daily inspection of the Weixian Economic Development Zone that Hebei Jianuo Plastic Products Co., Ltd. did not use pollution control facilities during production, and the pollutants were directly discharged without going through the treatment facilities, which was "illegally discharged by evading supervision such as improper operation of pollution prevention and control facilities". The local sub-bureau has ordered the illegal acts to be stopped and a case has been filed and punished, and transferred to the Wei County Public Security Bureau Environmental Security Police Brigade for handling.

5. The Park Tianxia Project in the East Yanmei of North Handan University Road does not implement emergency control issues during the emergency response to heavily polluted weather

On November 29, 2021, during the emergency response to heavily polluted weather, a muck truck in the construction site of the Park Tianxia Project in the East Yanmei of Handan University North Road illegally operated and carried out internal soil dumping. On-site penalties have been imposed and a 5-day suspension has been requested.

Sixth, about the fire ignition 5 prominent problems

1. From October 14 to 21, 2021, there was a problem of more than 3 (including) fire points in Pinggudian Town in Guangping County, and Guangping County gave Comrade Feng Xiaoyue, deputy secretary of the Party Committee of Pinggudian Town, a county-wide notice of criticism;

2. From October 22 to 28, 2021, there was a problem of more than 3 (including) fire points in a week in Lijiayan Town, Cheng'an County, and Cheng'an County gave Comrade Li Liangchen, a first-level director of Lijiayan Town, a county-wide notice of criticism;

3. From October 29 to 31, 2021, there was a problem of more than 3 (including) fire points in a week in Wuguanying Town, Jize County, and Jize County gave Comrade Gang Zhao, deputy secretary of the Party Committee of Wuguanying Town, a county-wide notice of criticism;

4. On October 12, 2021, there was a problem that the fire disposal time of Daming County exceeded 2 hours, and Daming County gave Comrade Ma Tengfei, the mayor of Liaotou Township, a county-wide notice of criticism;

5. On October 17, 2021, there was a problem that the fire disposal time of Yali Town in Wei County exceeded 2 hours, and Wei County gave Comrade Tian Chen Tao, the mayor of Yali Town, a county-wide notice of criticism.
