The Provincial Development and Reform Commission issued the "Development Plan for Dezhou Tianqu New Area"
It marks the beginning of the construction of provincial-level new areas in our province
New district scope
★ According to the plan, Dezhou Tianqu New Area is north to the boundary of Jilu Province, south to the southern border of Gaotousi Town and Ande Street, west to the Fork River, and east to the eastern border of Bianlin Town
★ The spatial scope includes Changhe Subdistrict, Songguantun Subdistrict, Ande Subdistrict, Yuanqiao Town, Zhao Hu Town, Heading Temple Town, and Bianlin Town
★ The planned area is 417.68 km².
Positioning of the new district
★ Dezhou Tianqu New Area is positioned to build a demonstration base for the docking of Beijing-Tianjin-Hebei Coordinated Development Pilot Zone, Lubei Smart and Dynamic New Urban Area, and New Energy and New Materials Industry.
★ Focus on the development of new energy industry, new material industry and electronic information industry, and strive to create a modern industrial system of "3 major industrial categories + 16 subdivision tracks".
Functional layout
In terms of functional layout, Dezhou Tianqu New District will build an overall layout of "one axis, two wings and three groups".
One axis
That is, the government affairs and cultural center with the administrative office area as the core, the new district science and technology innovation center with the Dezhou high-speed rail east station as the core, and the new district business center with the Majie Island Ecological Park as the core, to create the main axis of the integration and development of the industry and the city in the northwest-southeast direction;
Wings
That is, the northeast development wing with Zhao Hu Town and Bianlin Town as the main body and the southwest development wing with The town of Hutou Temple as the main body;
Three groups
That is, the Development Group of The West Reduction River with Changhe Street and Songguantun Street as the main body, the High-speed Rail New City Group with Yuanqiao Town, the Beijing-Tianjin-Hebei Coordinated Development Industrial Park and the Majie Island Ecological Park as the main body, and the Lingcheng Development Group with the Lingcheng Economic Development Zone as the main body.
Focus on the implementation of six major projects
★ Focusing on the functional layout, the starting area of Dezhou Tianqu New District will focus on the implementation of six major projects, such as the intelligent construction action of the park, the breakthrough action of industrial investment promotion, the acceleration of project construction, the action of smart city construction, the construction of investment and financing system, and the detonation of urban brand.
Development goals for the 14th Five-Year Plan period
★ The plan clarifies the development goals of the provincial new area during the "14th Five-Year Plan" period: by 2025, the GDP of the Tianqu New Area in Dezhou will exceed 65 billion yuan, accounting for 16% of the city, the growth rate is significantly higher than the average level of the city, the permanent population has exceeded 500,000 people, the urbanization rate has reached 76%, and the modern urban area of green low-carbon, cultural prosperity, wisdom and livability has been basically completed.
Give provincial-level new areas more autonomy in reform
★ In terms of institutional mechanisms, the plan proposes that dezhou Tianqu New District set up a new district management committee in accordance with the rules and regulations in accordance with the institutional framework of "one platform, one subject, one team, and multiple brands", giving the provincial new district more full autonomy in reform.
The Provincial Development and Reform Commission will work with relevant provincial departments to study and draft policies and measures to support the accelerated development of provincial new areas, take the lead in tracking and analyzing the implementation of the plan, carry out timely assessments, regularly hold provincial new area construction site promotion meetings, summarize work experience, coordinate and solve difficulties and problems encountered, and submit major matters to the joint conference on the construction of provincial new areas for study.
