In this serious accident, in addition to the drivers of the two vehicles, the remaining six people were all passengers of the passenger minibus. During the visit, the reporter learned that the minibus that occurred in the accident was a township shuttle bus, which belonged to Huimin Automobile Passenger Transport Co., Ltd., and usually traveled between Shui roar town and Qianshan City. This line not only has a large section of mountain roads, but also a mixture of large trucks, passenger vehicles and pedestrians, and the road conditions are very complicated. The driver of the same line of Huimin Company told reporters that the road conditions of the line put a lot of pressure on the driver.

A staff member of Huimin Company admitted that the company has not organized drivers to conduct physical examinations for a long time.

As early as 2018, the Ministry of Transport, the Ministry of Public Security, the Ministry of Emergency Management and other three departments jointly issued the "Safety Management Specifications for Road Passenger Transport Enterprises", which stipulates that "passenger transport enterprises should care about the physical and mental health of passenger transport drivers, organize passenger transport drivers to conduct physical examinations every year, and find that passenger transport drivers are not suitable for continuing to engage in driving work, and should be transferred out of driving positions in a timely manner". Why didn't Huimin Automobile Passenger Transport Co., Ltd. implement it? After several contacts, the head of the business still refused to be interviewed.

At the Anqing Qianshan Transportation Bureau, the staff told reporters that only one of the five enterprises in Anqing Qianshan City that operated township shuttle buses had organized a driver physical examination. The remaining four companies, including Huimin Automobile Passenger Transport Co., Ltd., which had 8 deaths, did not implement the regulations, involving hundreds of passenger drivers. "Everyone is afraid that they are paralyzed ideologically", as the competent department of the industry, Wu Gongxin, secretary of the party group and director of the Qianshan Transportation Bureau in Anqing, admitted to reporters that there was a lack of management.

Wu Gongxin said that the Traffic Bureau is currently undergoing rectification, "a comprehensive physical examination of all drivers." Factors affecting driving safety are fully considered. Those who are not suitable for this work should be readjusted."
