On the afternoon of November 22, at the Police Dog Training Base of the Hengyang Municipal Public Security Bureau, Li Jiang, a representative of Hengyang City to the 12th Provincial Party Congress and an instructor of the four major teams of the Criminal Investigation Detachment of the Municipal Public Security Bureau, was training police dogs. In order to successfully pass the technical assessment of police dogs in the province this year, he organized more than 20 police officers with dogs in the city to carry out intensive training, and have eaten and lived in the base for 15 consecutive days, and have not returned home.
In 1997, Li Jiang, who had just left school, devoted himself to the cause of public security and became a hired police dog trainer. In 2010, he passed the civil service examination to become a people's policeman, and then became the backbone of the police dog technology of the Hunan public security system. Engaging in police dog technical work, dealing with dogs every day, is often "sweating on sunny days, muddy on rainy days". Especially in field hunting training, it is common to run more than 10 kilometers a day. Sometimes, he also has to play the role of a criminal suspect, high-intensity training of police dogs' hunting skills, and his arm is bitten by the police dog, often "old wounds are not healed, and new injuries are added." But Li Jiang said that seeing the police dog's cooperation with himself is getting higher and higher, his heart is full of a sense of accomplishment, and he does not feel bitter and tired.
As a police dog trainer, Li Jiang either trained dogs at the base or searched for and arrested him at the scene of the incident. In the Spring Festival of 2014, a gun murder occurred in Lanjiang Township, Changning City. Li Jiang rushed to the scene with his dog to lurk and wait. In the early morning of the third day of the Lunar New Year, the gunmen absconded home at night, he resolutely commanded the police dogs to bite and quickly attack, the murderous gangsters shot and resisted, Li Jiang fell to the ground, seriously injured, his life hanging in the balance, after more than a year of treatment to be able to recover. But the credo of "the more dangerous the more forward" has been integrated into his veins. After recovering from a gunshot wound, he still insisted on working in the front line of police dog technology. In August 2019, in the Qinghai "8.07" black-related project supervised by the National Anti-Organized Crime Office, the body of a victim has not been found because of the long history of the case. Li Jiang, as the backbone of the Hunan police dog combat team, took the dog to the Qinghai-Tibet Plateau. He and his comrades-in-arms overcame difficulties such as altitude sickness and terrain change, combined with other technologies to create a new police dog body search technique, accumulatively used police dogs to conduct odor search and odor identification operations more than 1,200 times, and successfully recovered the remains that had been buried for 17 years, which played a key role in the smooth detection of this major black-related case. On April 10, 2020, Comrade Li Jiang and the members of the police dog combat team worked together for a week to use police dogs to search and investigate in the 5 square kilometers of mountain forests, and cooperated with the case-handling personnel to successfully excavate and find the bones of the victims who had been buried for 8 years in a murder case in Qidong, providing key evidence for the detection of this case; on June 22, 2020, Comrade Li Jiang led the police dog search team to directly capture Liang Mouhu, a criminal suspect in the "Languiyuan" murder case in Shengxiang District, through mountain search in Leiyang. In the conference room of the Police Dog Training Base of the Hengyang Municipal Public Security Bureau, there is a wall full of pennants. Behind each pennant, there is a thrilling and heartwarming story.
"On November 9, 2017, someone in Nanyue called the police that the old man in the family was lost, hoping that we would take the police dog to search." Li Jiang recalled that the 70-year-old woman suddenly had Senile dementia, went missing at 4 o'clock, and more than 30 people were mobilized to search locally, and by 11 o'clock at night, they had not been found. "Later, we went to the police, and in about 10 minutes we found the old man, who fell in the ditch and was unconscious and could not move." Li Jiang sighed that the weather was cold, and finding the old man every minute every night was more dangerous to his life. In order to show their gratitude, the family specially sent a plaque of "Divine Courage Police Dog, Save My Mother" to the police dog base. On June 14, 2021, during the Dragon Boat Festival, Li Jiang received an order that an 80-year-old man, Zou Mou, in Qulan Town, Hengyang County, disappeared, and the police found a number of large blood stains in the small river about 3 kilometers from his home. Li Jiang immediately took the dog and the Hengyang County police with the dog to carry out joint work, and after a day of hard search and rescue, Ping An found the lost old man.
In the past 24 years of engaging in police dog technical work, Li Jiang has used police dogs to investigate criminal cases, search and rescue, security inspection and explosives, drug investigation and other scenes, used police dogs to arrest 13 criminal suspects, cracked more than 110 criminal cases (including 31 major cases), and rescued 14 lost people. Li Jiang has been awarded the "National Public Security System Second-Class Heroic Model", "Excellent Communist Party Member of Hunan Province", Rongli First Class Meritorious Service, he has trained 8 police dogs, 3 of which were rated as "Meritorious Dogs" by the Ministry of Public Security. "I was honored to be elected as a representative of the 12th Provincial Party Congress, and I feel very proud and excited in my heart.
