On November 19, Yancheng held a mobilization meeting for the construction and development of the Yellow Sea New Area. The first proposal of the Huanghai New Area is the eighth party congress in Yancheng. At the meeting, "two major events" of far-reaching strategic significance were deployed, one was to hold a mobilization meeting for the integrated industrial development base in the Yangtze River Delta on November 8, and the other was to promote the high-quality open development of the coast and build the Yellow Sea New Area into the main front of Yancheng's seaward development.

Where is the New Huanghai New Area? Overlooking the planning map of the Yellow Sea New Area, it is like a bow full of strings, ready to go to the blue sea. The 616 square kilometers of areas from the Yellow Sea in the east, the HuaiHe River inlet channel in the south, the high-grade highway (G228) to the sea in the west, and the Guanhe River in the north are planned to be the development and construction scope of the Yellow Sea New Area.
From the Yellow Sea Economic Zone to the Binhai Port Industrial Park, and then to the change in the name of the Huanghai New Area; from relying on the salt works to participate in cooperation by the municipal platform, to the two counties using their own resources to build ports by the sea, to the establishment of Yancheng Port Holding Group to integrate the city's ports, the establishment of the Binhai Port Industrial Park to coordinate the development of the coastal areas of the two counties. After decades of continuous efforts, the 616-square-kilometer coastal area east of G228 in Binhai and Xiangshui counties has changed from a barren coastal area along the beach to a modern industrial base with excellent bearing conditions.

On the afternoon of November 19, Yancheng successively held the groundbreaking ceremony of the Yancheng section of the Binhuai Expressway and the Shanghai Electric Host Engine Manufacturing Project, injecting new momentum into the high-level construction of the Huanghai New Area.
While vigorously developing the industrial economy, the Huanghai New Area unswervingly promotes industrial greening and green industrialization, resolutely implements the national industrial policy, protects the marine ecological environment like protecting the eyes, and keeps the green ecological bottom line from the source. It will focus on clean coal power, wind power, photovoltaics, energy storage, hydrogen energy and other industries, accelerate the construction of clean coal power, far-reaching sea wind power, energy storage power stations, LNG receiving stations and other projects, rely on the advantages of energy production reserves to lay out the energy industry, do energy production, protection reserve bases, and more demonstration bases for comprehensive energy use, and strive to become the largest comprehensive energy base in the province。
At present, the Binhai Port Railway Line has been under construction for 11 months, with an investment of 1.7 billion yuan. Major infrastructure supporting projects such as 300,000-ton waterway terminals were included in the "Huaihe River Ecological and Economic Belt Development Plan", 200,000-ton waterways were approved by the provincial government, Binhai Port and Xiangshui Port were opened, and the Binhuai Expressway was about to start construction. The Delong Second Steelmaking Project with a total investment of 3.5 billion yuan is about to be completed and put into operation, and the Delong Stainless Steel Drawing Project with a total investment of 1.82 billion yuan is being accelerated. With a total investment of 6 billion yuan, Jiangsu Jintian Paper No. 1, 2 and No. 3 three production lines have all been put into use. Actively undertake the industrial transfer of the Yangtze River Delta, build the Huanghai New Area area of Changyan Industrial Park with high quality, introduce more innovation-oriented production factors, form four major cycles of production factors, modern industries, ecological environment and infrastructure with Shanghai, Suzhou, Nanjing, Hangzhou and other places, and cooperate with the Yangtze River Delta to build a world-class industrial cluster.
