In May 1915, Tian Shouyao was born in a poor tenant farmer family in Tiandun Village, Shunhe Township, Lu'an County, Anhui Province. The Red Army generals moved to northern Jiangsu

After the outbreak of the Anti-Japanese War, Tian Shouyao served as the deputy commander of the 687th Regiment of the 344th Brigade of the 115th Division of the Eighth Route Army. On September 24, 1937, the 115th Division made a detour behind enemy lines and set up an ambush pass. At 7 o'clock in the morning of the 25th, the main force of the 21st Brigade of the 5th Division of the Japanese Army and a large number of heavy vehicles entered the ambush circle of our army. After the battle began, Tian Shouyao led the 687th Regiment from Caijiayu to Hanjiawan, braving a dense rain of bullets to charge the besieged Japanese army. In the tragic white-knuckle battle, Tian Shouyao was seriously wounded and still lay on a stretcher to continue commanding, severely inflicting heavy damage on the 3rd Brigade of the 21st Wing of the Japanese Army and the baggage team. After the victory of Pingxingguan, Tian Shouyao, who was seriously wounded, was promoted to regimental commander. Since 1939, Tian Shouyao has served as the commander of the newly formed 2nd Brigade of the 2nd Column of the Eighth Route Army and the commander of the 2nd Detachment of the 5th Column. After the Southern Anhui Incident in January 1941, Huang Kecheng was ordered to lead the 5th Column of the Eighth Route Army south to Central China to support the New Fourth Army, and the 5th Column of the Eighth Route Army was reorganized into the 7th, 8th, and 9th Brigades under the 3rd Division of the New Fourth Army. As a result, the 22nd, 23rd, and 24th regiments under the jurisdiction of the 8th Brigade carried out guerrilla warfare in northern Jiangsu and opened up an anti-Japanese base area in Yanfu District, and undertook the tasks of resisting Japanese aggression and fighting against stubborn traitors in the areas north of Yancheng and east of Guanyun and Huai'an, and fighting against pirates and bandits and feudal sects.

Yanfu area is bordered by the Yellow Sea in the east, the South of Jiangsu and Central China, the Longhai Railway in the north, and the Salt River in the west. When Tian Shouyao led the 8th Brigade into Yanfu District, the social order was turbulent, the Japanese puppet army frequently dispatched "sweeping" to burn, kill and loot, ruffians and bullies were rampant in the countryside, and the Kuomintang recalcitrant troops also went to the countryside from time to time to harass them, and the masses were miserable and lived in dire straits. In the face of this grim situation, Tian Shouyao commanded the troops to first take the initiative to attack and annihilate the Japanese puppet army, comprehensively suppress the reactionary landlord forces with great public anger, eliminate bandits and bullies, and calm the people's hearts, thus greatly enhancing the reputation and prestige of the New Fourth Army among the masses. On February 15, 1941, Tian Shouyao led his troops to annihilate all the more than 600 bandits of Gu Baoceng's department, who were entrenched in Jijiawei, and the people all applauded. In the spring of 1941, Gaozuo Town, Suining County, gang bandits took advantage of the Japanese army's "sweep" against us to launch a sneak attack and destroy the field hospital of the New Fourth Army headquarters in Gaozuo, killing the wounded and medical personnel, arousing the monstrous anger of the officers and men of the 8th Brigade. Tian Shouyao sent Zhang Tianyun, the head of the 22nd Regiment, to exterminate all the bandits in one fell swoop. The Japanese puppet army was panicked by the New Fourth Army's entry into the Yanfu area, and took advantage of the unstable foothold of the 8th Brigade to frequently "sweep" in a vain attempt to annihilate our army or drive it out of the Yanfu area. At dawn on April 26, 1941, more than 200 Japanese troops and more than 500 puppet soldiers from Lianshui County suddenly surrounded Dahuzhuang in Huai'an County. The 2nd Company of the 24th Regiment of the 8th Brigade stationed in Dahuzhuang quickly deployed, using courtyard walls, pigsties, and houses to resist stubbornly, and repelled three enemy charges in a row. The inhumane enemy used poison gas and smoke to launch a charge, and the 2nd Company Commander engaged the enemy in hand-to-hand combat with bayonets, broadswords, and rifle butts, repelling the enemy's fourth charge. The ferocious enemy began to set fire to the house again, and the soldiers repeatedly rushed to kill in the thick smoke and flames, killing and wounding more than 100 Japanese puppet soldiers. However, due to the disparity in numbers, 82 people under the deputy battalion commander Gong Diankun and company commander Jin Zhiyun died, and only one seriously wounded survived. After learning of this tragic incident, Tian Shouyao said with tears in his eyes: "The soldiers of the 2nd Company who can sing and cry have dealt a heavy blow to the aggressors and shed their last drop of blood for the liberation of the Chinese nation. Their heroic righteousness and fearless spirit of seeing death as if they were at home will always be our role models for learning!" Zhengtankou is located 30 kilometers northeast of Lianshui County, east and north by water, the street is across a river embankment, the condescending position is dangerous and easy to defend and difficult to attack. This is not only the link between the two anti-Japanese base areas of Yanfu and Huaihai, but also the throat of the Japanese puppet in the first-line base areas of Wugang, Daxinji, and Xin'an Town. The Japanese puppet army painstakingly built Zhengtankou into a dark tunnel all over, bunkers are lined up, there are more than 90 bunkers, hidden forts, turrets on the ground are connected, and there are dozens of tunnels underground. There are more than 800 Japanese puppet troops in the Zhengtankou stronghold, and the Japanese invaders also often provide supplies to continuously strengthen their strength. Because of these many advantages, the puppet army in the stronghold, this group of national scum, is even more crazy, and they have become the "living Hades" who are rampant in this area for dozens of miles. In September 1941, Tian Shouyao commanded the 8th Brigade to conquer the stronghold of Zhengtankou of the Japanese puppet army, killed more than 300 Japanese puppet soldiers and captured more than 500 people, captured 4 light and heavy machine guns, more than 800 long and short guns, rescued more than 100 people from Sixiang, and pulled out the nails inserted between the two base areas of Yanfu and Huaihai.

On February 17, 1943, the Central and North China Dispatch Corps of the Japanese Invasion Army dispatched the 17th and 35th Divisions of the Japanese Army and the 12th Independent Mixed Brigade of the 15th Division, together with a total of 24,000 puppet troops, to begin a "dragnet sweep" against the anti-Japanese democratic base area in Funing, China. On the eve of the enemy's sweep, in order to unify their thinking and greet the arrival of the new situation of the great counteroffensive in the War of Resistance Against Japan, the central authorities transferred Peng Xiong, chief of staff of the 3rd Division, Tian Shouyao, commander of the 8th Brigade, and 51 cadres and attachés at and above the regimental level to Yan'an for further study. Although the cadres quickly assembled and set off north, the Japanese army soon began to sweep from the Huaihai area and quickly blockaded the Salt River. Sure enough, when the contingent of cadres overcame many dangers and obstacles to reach the south bank of the Salt River, the opposite bank was already densely packed with pillboxes and turrets, and all the boats crossing the river had been dragged into the north bank by the devils.
