By the beginning of 1940, the Jin-Cha-Ji Anti-Japanese Base Area had developed into a vast area of more than 90 county governments and a population of more than 15 million, including three strategic areas of the Jin-Cha-Ji Border Region, Jizhong and Jirecha, and became a strong fortress for the War of Resistance behind enemy lines in North China. The Jin-Cha-Ji Military Region has 5 military sub-districts and 13 main regiments in Beiyue District; 5 military sub-districts and 16 main regiments in the Jizhong Military Region; 2 military sub-districts in the Jirecha Military Region and 5 main regiments in the Pingxi District; and 1 main regiment directly under the Military Region. There are 35 main regiments and more than 20 guerrilla detachments (general) units in the whole region, with a total strength of more than 100,000 troops.

By October 1945, after the victory of the War of Resistance Against Japan, the military region had a total of more than 219,000 field troops, more than 104,000 local troops, and more than 900,000 basic militias. After the outbreak of the all-out civil war, on April 20, 1947, more than 80,000 people from the JichaReliao Military Region and its subordinate units were assigned to the northeast Democratic United Army, and the remaining troops were gradually reorganized and formed into the North China Field Corps, one of the five major field corps of the People's Liberation Army, and became a powerful force that can never be ignored in the battlefield of the Kuomintang and the Communist Party.
