Zhang Mingjie is the mother of female singer Qu Wanting. In September 2014, Zhang Mingjie was detained on suspicion of corruption, bribery, and abuse of power. Over the past few years, Qu Wanting, who is in Canada, has constantly "filed grievances" for her mother.
Qu Wanting was born in October 1983 in Harbin, Heilongjiang Province, and in 2012, she became famous for singing the song "My Song".

According to China News Weekly, on April 17 this year, Qu Wanting's Weibo account forwarded a blog post by Zhang Mingjie's second sister, Zhang Mingkun. Zhang Mingkun said in the article that they are from Qiqihar City, with a total of six brothers and sisters, namely the eldest sister, the eldest brother, the second sister, Zhang Mingzhe, Zhang Mingjie, and the younger sister, of which the eldest sister and eldest brother have passed away. Zhang Mingjie came to Harbin city to develop around the age of 20, she was "very concerned about the family", and when she was still a section member of the municipal construction commission, she thought of transferring her little sister to Harbin City. Zhang Mingzhe originally worked in a construction company in Qiqihar, and in the 1990s, with the help of Zhang Mingjie, he was transferred to Harbin and worked in a development company under the Provincial Department of Personnel, and later served as deputy general manager.

Is Zhang Mingjie wronged in the end?
Born in 1956, Zhang Mingjie, former deputy director of the Harbin Municipal Development and Reform Commission and director of the Office of the Harbin Leading Group for Urbanization Construction, was criminally detained on September 21, 2014, and arrested eight days later. At about the same time, Wang Shaoyu was also arrested and arrested.
Wang Shaoyu, a former professor at Harbin Institute of Technology, was accused of being Zhang Mingjie's "interest representative."
Wang Shaoyu, the same age as Zhang Mingjie, a native of Tangshan, Hebei Province, has been teaching at Hebei Polytechnic University since 1989 and harbin institute of technology in March 2005, where he is a professor and doctoral supervisor at the School of Architecture.
Wang Shaoyu and Zhang Mingjie were once cohabiting. Around 2007, the two were introduced to each other at a meeting in Beijing, and later established a romantic relationship and began to live together in 2008.

In a press release issued on November 17, it was stated that from 2009 to 2011, defendant Zhang Mingjie, while serving as deputy district governor of the Daoli District Government of Harbin City and head of the Daoli District Restructuring Leading Group, engaged in favoritism and abuse of power in the process of merger and acquisition of the harbin original breeding farm in the state-owned enterprise Harbin City, as well as in the process of acquiring and storing part of the land of the Harbin City Original Breeding Farm by the Harbin Haqi Railway Passenger Dedicated Line Construction Leading Group Office and the Harbin Land Reserve Center Urban Construction Investment Group Co., Ltd. As a result, the compensation for land requisition was obtained by the M&A unit in violation of the law, and the resettlement funds for some employees were used in violation of the law, resulting in a total loss of public property of more than RMB232.59 million.
From November 2011 to July 2012, after taking advantage of his position to seek benefits for the M&A unit, defendant Zhang Mingjie first demanded RMB5 million from the actual controller of the unit in the name of borrowing, and then together with Wang Shaoyu, asked the actual controller for 50% of the equity of the unit to participate in the original breeding farm in Harbin, equivalent to more than RMB93.17 million.

According to media reports, the original farm originally had its own boiler room to heat the staff dormitory area, and after the restructuring in 2009, the boiler room was abandoned. Workers can't afford honeycomb coal, and in Harbin, which is more than twenty degrees below zero, they can only rely on burning coal for heating. One of the more than 400 employees who were fired was poor and sick and eventually hanged himself.

But in the 1990s, Qu Wanting owned a piano worth more than 10,000 yuan and was sent to Canada to study at the age of 18.
Qu Wanting studied at an expensive conservatory, which was 9 years and the annual tuition fee was more than 200,000 yuan. Zhang Mingjie, a public official, is difficult to reasonably explain the source of this huge amount.

Not long after Qu Wanting's concert ended, the Eighth Inspection Group of the Central Commission for Discipline Inspection received a thick letter of denunciation. Two months later, Zhang Mingjie was arrested.
According to an article by reporter Liu Xiangnan, Zhang Mingjie's defender did not specifically describe the whereabouts of the 350 million yuan in Zhang Mingjie's indictment, but Wang Xiaochun, an accountant at Wei Qi Company, confirmed that the two compensation payments totaling 350 million yuan were mainly invested in small town construction projects. ”
"I learned from other authoritative sources that the total amount of 150 million yuan and 199.85 million yuan was transferred to Xianfa Real Estate for a total of 292.35 million yuan, and some of it was paid to the construction party from Lihua Home Furnishing and Jinsheng Logistics Account, and Xianfa Real Estate used a total of about 330 million yuan."
On August 12 and 13, 2019, Zhang Mingjie's case was reopened in the Harbin Intermediate Court. A relative of Zhang, who observed the trial, told Liu Xiangnan that in court, Zhang Mingjie defended himself against the allegations of suspected abuse of power, "saying that she is a non-party deputy district chief, all work must be instructed by the leader, she is executing, she believes that what she did did did not exceed the scope of her work, she did not commit crimes of office." ”

The Central Commission for Discipline Inspection has twice issued a document concerning this case, which shows the sensitivity of the case.
