The total investment of the project is about 390.88 million yuan, and the project construction unit raises and strives for local government special bond funds; the construction site is located in Puyang Industrial Agglomeration Area, Puyang Chemical Industry Agglomeration Area and Fanxian Industrial Agglomeration Area.

The project includes the construction of public pipe corridors in Puyang Industrial Agglomeration Area, Puyang Chemical Industry Agglomeration Area and Fanxian Industrial Agglomeration Area, covering an area of 157755 square meters (no new land is involved, all are built in the green belt). The total length of the pipe gallery is 33.913 km. Among them, the Industrial Agglomeration Area of Puyang City is laid along Weisan Road and Jinpu Road by 9.1km; the pipe corridor of Puyang Chemical Industry Agglomeration Area is 6.2km long, along Hubei Road and Bishui Road; the total length of the Pipe Corridor of FanXian Industrial Agglomeration Area is 9.065km, of which the main corridor is 3.16km, the sub-pipe corridor is 5.905km, along Weisan Road, Binhe Road, Yellow River Road and G342 National Highway; the connecting pipe corridor is 9.548km long, and is laid along the planned Weisan Road and Hubei Road.
