Because the border war lasted too long, the country could not vigorously rectify Pingyuan for a while, and as a result, Pingyuan became more and more dark and degenerate. In the early 1980s, drug dealers in Binh Yuen Street could only show off with two stolen pistols, but after gun dealers began to smuggle arms from Vietnam in 1985 (gun dealers bought guns from Vietnam, purchased weapons and ammunition lost from the war zone, and finally sold them back to the mainland at high prices), drug dealers gradually formed a vicious force with the nature of an underworld, mainly armed drug trafficking.
By the 1990s, as the armed forces of drug lords grew, the public security organs in Yunnan Province were no longer able to manage the peace and order of Pingyuan Street.
In 1992, Pingyuan Street in Yunnan Province, stimulated by high drug profits and dominated by the idea of illegal enrichment, became the country's "extralegal world".
Here, people do not need to obtain a marriage license to get married, and they can even directly do not have to apply for a household registration and identity card; no one dares to check and dare to care about this "land of bullets" that is only a few hundred kilometers away, and what taxes, car listings, and family planning are all counted in Pingyuan Street; here, households hide weapons, households operate drugs, and theft, robbery, and murder are not uncommon.
According to relevant records, from 1980 to 1991, the vicious incidents caused by the criminal and evil forces in Pingyuan Street showed an increasing trend year by year: between 1980 and 1987, there were only 31 large-scale violent cases against law enforcement personnel.
By 1988, there were 42 cases in a single year, then 58 in 1989, 81 in 1990, and the most outrageous case was 130 in 1991, which means that every three days on average, there will be one vicious case in this year.

According to the information learned by the police in advance, the drug lords living in Pingyuan Street have successfully "made a fortune" by selling drugs, and they have used these ill-gotten gains to build palace-like villas in the small Pingyuan Street.
More importantly, the external structure of these villas is very strong, and the interior also contains a large number of guns and ammunition, which is easy to defend and difficult to attack. On the other hand, on the police side, not only do they have no heavy weapons, but even the defensive equipment is relatively rudimentary, and once they face the drug lords who have prepared for the wind and have already prepared, the armed police will still have some difficulties.
In order to minimize unnecessary losses and sacrifices, the police decided to adopt the strategy of "catching the thief before catching the king": by raiding two highly prestigious drug lords in Pingyuan Street, they demonstrated the military strength of the police and the country's determination to adhere to the "strike hard", thus creating pressure on other drug dealers to stop making senseless resistance.
The police first targeted the drug lords Ma Ming and Ma Cilin, and in order to arrest the two of them, the police also paid a great price.
Over the years, Ma Ming has not only sold drugs and smuggled firearms, but also carried out terrorist attacks on public security organs, and such people are naturally the key targets that need to be cracked down hard. Ma Ming's home is a typical sturdy "palace" of the kind mentioned above, and because of his status as an arms dealer, the number of guns and ammunition stored in his home is many times more than the private possession of the average drug lord.

Immediately afterward, the anti-narcotics task force, backed by anti-riot armored vehicles newly transferred from Luoyang, entered Pingyuan Street and began to do anti-drug propaganda door to door, telling the residents of Pingyuan that it was imperative for the state to crack down this time, but as long as the drug dealers gave up resistance and chose to surrender themselves, the state would reduce their punishment as appropriate, and if they still blindly resisted, it would only usher in a stronger suppression by the state.
Military pressure, combined with political lobbying, was very effective, and most of the remaining drug dealers soon opted to surrender themselves. As of November 8, the strike-hard campaign, which lasted more than 80 days, finally came to an end.
According to statistics, a total of 854 drug dealers were arrested during the strike-hard crackdown, and the police successfully seized more than 1,000 guns, more than 40,000 rounds of ammunition, more than 200 grenades, mines, and more than 1,000 kilograms of various drugs.
It is worth mentioning that China's law stipulates that the death penalty for trafficking in heroin exceeding 50g, and none of the more than 800 people arrested sell drugs less than 50g. The root cause of the rampant drug dealers and chaotic order in Pingyuan Street is that the local grass-roots political power construction is too weak, and the legal system is not in place, which in turn leads to the residents' extreme lack of legal concepts.
