Because Liu Fa's mother, Tang Ji, was a maid, Liu Fa was therefore not favored by his father, Emperor Jing of Han, let alone favored, and Liu Fa would be crowned the King of Changsha when he grew up, but his fiefdom was quite a poor place, and the area was much smaller than that of other princes.

Liu Fa often took the stage to look at Chang'an and miss his mother, and posterity called this stage "Wangmu Platform". Liu Fa served as king of Changsha for 28 years, but died in 129 BC (died in 128 BC in the Han Dynasty), leaving 16 heirs.
