In April 2014, Gu Yan, who had just taken maternity leave, joined the promotion of the coal-fired power station project in Pakistan's Qasim Port as the backbone of the company. The project is the first large-scale energy project in the China-Pakistan Economic Corridor and the largest overseas investment project of China Power Construction. "It takes about a year and a half to two years for the same volume of project financing at home and abroad, but our project only took eight months to finance and close." In order to catch up with the progress, Gu Yan, as the person in charge of financing, led the team to cooperate sincerely, established an efficient cooperation and communication mechanism between the enterprise- the bank and the credit insurance, inverted the work plan, and docked with various institutions such as banks, credit insurance, law firms and consulting agencies day and night.
With a total investment of more than US$2 billion, the Qasim project is the only one of the same batch of "corridor" projects to be developed in cooperation with the third-party market, involving many countries and places, and the legal, financial, technical and other due diligence work is complex. "It involved so many countries and places like China, Dubai, Qatar and Pakistan at the time, and it was very difficult to reach a balance between these stakeholders." On December 24, 2015, the Qasim project successfully obtained the first loan disbursement totaling US$200 million, becoming the first thermal power investment project under the China-Pakistan Economic Corridor project to complete financing closure, demonstrating the amazing "Chinese speed".
"Before we did CPEC, the lack of electricity in Pakistan was very serious, and many Pakistani families had their own small generators in case of emergency. Later, after the Qasim power station was put into operation, our Pakistani employees told us that their diesel generator, which had been in service for many years, could be retired. When we heard about it, we were very proud. ”
The port of Qasim has an installed capacity of 1.32 million kilowatts and an average annual power generation capacity of about 9 billion kWh. It officially began the pile foundation project in 2015 with a construction period of 36 months. The first unit generated electricity in November 2017, and on April 25, 2018, the two units were put into commercial operation. On May 22, 2020, the cumulative power generation of the power station exceeded 20 billion kWh, creating a new record for power generation.
