As most parts of China cool down and the northern region enters the heating season, air pollution prevention and control has also opened a "difficult mode". According to historical monitoring, from 2017 to 2020, about 90% of the pm2.5 days and heavy pollution days in the country were in autumn and winter.
The air quality deteriorates in autumn and winter, and coal-fired heating is an important reason. On the one hand, the masses are cold and warm, on the other hand is a clean blue sky, on the other hand, the people's livelihood is a big plan, and on the other hand, there are problems in governance, and both sides cannot be mistaken. And this year's energy supply is facing a new situation, so how to take into account the people's livelihood protection and air pollution control?
Air pollution and climate change have the same root, and the later the prevention and control of air pollution, the more difficult it is and the more complex the problems it faces. If we cannot properly respond to climate change and actively achieve a low-carbon energy transition, the difficulty of the "governance model" will escalate, and the "blue value" will increase more slowly, so the use of clean energy must be put on the agenda to control air pollution.
The use of clean energy can effectively reduce air pollution, improve air quality, let the public harvest more "blue sky", improve the atmospheric situation from the source, reduce the probability of extreme weather, and help solve the problem of climate change.
The more "blue sky", the more protection for the public's health. To improve the "blue value" of the city, we must first grasp the use of clean energy. Promoting the transformation of clean heating is not only a people's livelihood project and a people's heart project, but also an important measure to control air pollution, and an important part of the energy structure adjustment. By the end of 2020, about 25 million households in Beijing-Tianjin-Hebei and the surrounding areas and the Fenwei Plain have completed the transformation of clean heating. According to estimates, the contribution of clean heating to air quality improvement is about 30%, which plays a very important role in the overall realization of environmental and social benefits.
Of course, as a developing country, China is currently facing many tasks such as developing the economy, improving people's livelihood, and maintaining energy security, and there are many practical difficulties and challenges in adjusting the energy structure, which cannot be achieved overnight, but must be gradual and long-term achievements. The white paper "China's Policies and Actions to Deal with Climate Change" published on October 27 proposes to optimize and adjust the energy structure and accelerate the construction of a "1+N" policy system with carbon peak carbon neutrality. The Opinions of the CPC Central Committee and the State Council on Deepening the Battle against Pollution issued on November 7 have made specific arrangements for accelerating the promotion of green and low-carbon development and deeply fighting the defense of blue sky, clear water and pure land. From the optimization and adjustment of the energy structure to the "1 + N" policy system, from resolutely fighting the battle against pollution to the battle of pollution prevention and control, it shows that pollution reduction and carbon reduction have entered a deeper and broader field, and at the same time, the synergy between pollution reduction and carbon reduction has a higher work goal.
To comprehensively promote the use of clean energy and the improvement of air quality, the focus should not be limited to the people's livelihood protection for clean heating transformation, but to achieve the public's health benefits to drive climate change and air pollution coordinated governance as the goal, from accelerating the optimization of energy structure and efficient use of resources, through the formulation of multiple measures to promote pollution reduction and carbon reduction, and fully cope with climate change.
The continuous promotion of clean heating transformation seems like a small thing, but it is a major event related to the quality of the people's lives and ecological environment. Next, it is still necessary to continue to improve the temperature of people's livelihood, continuously improve the "blue value" of the city, promote high-quality development with high-level protection, and better build a beautiful China.
