In the past 20xx years, I have been mainly in charge of the audit of the implementation of the financial budget, the audit of administrative undertakings, the audit of demolition funds, the audit of special funds, and the audit of state-owned enterprises in the district. The goal of the annual work is to ensure that the audit business is completed as planned, improve the quality of the audit business, and promote the transformation of audit results. The main work is summarized as follows:

Conscientiously study and comprehend the spirit of the XX National Congress and the Third Plenary Session of the 17th Central Committee, strengthen the cultivation of personal outlook and moral outlook, strengthen the cultivation of party spirit, and lead the audit business work under the guidance of the scientific outlook on development. He presided over the audit of the implementation of the district's financial budget and other financial revenue and expenditure audit projects, audited the revenue, arrangement, and use of 1.4 billion yuan of financial funds in the district, found out that the management of funds was not standardized, and the budget indicators were far from the implementation of the gap, and submitted a report on the results to the government and a work report to the Standing Committee of the National People's Congress.
2. Carry out special audits of old city renovation funds. A special audit of old city renovation funds such as Barracks Road, Yixin Garden, and epidemic prevention station plots has been carried out to promote the standardized use of special funds.
3. Carry out government debt audit investigations. According to the unified deployment of the Audit Office, our bureau organized and carried out an audit investigation of the government debt of the whole region, involving dozens of units, found out the scale, structure and investment direction of the debt of our region, and conducted an in-depth analysis from the benefits and possible risks of the debt, and put forward reasonable audit suggestions.
4. Carry out pre-appointment audits of leading cadres. According to the arrangement of the district committee, special audits were carried out on the leading cadres of eight departments, including the Labor Bureau, the Personnel Bureau, and the Investment Promotion Bureau, to provide a basis for the decision-making of the district committee.
5. Conscientiously carry out performance audits. We have carried out community performance audit surveys, actively explored benefit audits from point to point in the audit, paid attention to the general and tendencies found in the audit, and paid attention to making suggestions from the management level, system and mechanism, which effectively promoted the standardized management of public funds in the whole region.

As the deputy director, he strictly abides by financial discipline, reimburses various expenses such as entertainment expenses that should be borne by private individuals in the unit, and never uses public funds to travel abroad (territory) or domestically; Abide by the relevant regulations of official vehicles, and do not use official vehicles for private affairs; Not in arrears of public funds, not lending public funds to relatives and friends, and not working part-time in the enterprise. As a young cadre, we should continue to strengthen our study and humbly ask for advice from colleagues around us. Conscientiously study the "Audit Law", "Administrative Litigation Law", "Administrative Punishment Law", "Administrative Reconsideration Law" and other laws and regulations, in the audit process, pay attention to the principle of administration according to law, reasonable administration, etc., before the audit report is issued, we must first solicit opinions, and fully listen to the suggestions of the audited unit. The audit handling penalties are strictly in accordance with the relevant laws and regulations, and the handling of penalties is based on provisions. I was appointed as the deputy director of the District Water Conservancy Bureau, presiding over the work of the District Water Conservancy Bureau, and in the same year, I was appointed by the Standing Committee of the District People's Congress to serve as the director of the District Water Conservancy Bureau. Since taking office, I have conscientiously implemented the work requirements of the district party committee and the district government, conscientiously accepted the supervision of the district people's congress, fulfilled my duties, worked in a down-to-earth manner, paid attention to methods, paid attention to practical results, and actively explored the cause of water conservancy. I will now report to the Standing Committee on my work over the past three years for deliberation.
1. Pay attention to ideological education and strive to arouse the enthusiasm of cadres and workers in their work
I had just been transferred to the district water conservancy bureau, and it happened that the cadres and workers were still under the pressure of various external public opinion after the "accident" in the water conservancy system, and their mood fluctuated greatly and their morale was low. I conscientiously grasped the background of the time and the organization's work requirements for me, and in accordance with the work idea of "reshaping the image externally, mobilizing enthusiasm internally, starting from stabilizing people's hearts and starting from myself", I paid attention to methods and steadily carried out various tasks. On the one hand, we should familiarize ourselves with the work of linking up as soon as possible, and on the other hand, we should grasp the ideological pulse of the cadres and workers at all levels in the overall situation, start by arousing the enthusiasm of the cadres and workers in their work, do a great deal of ideological education work, and adopt a series of measures with a definite aim in mind. I objectively dealt with the members of the veteran team and other cadres who made mistakes, adhered to the principle of "facing up to mistakes, drawing lessons, basing ourselves on development, and making use of their strengths," talked with them more often, helped them lay down their burdens, faced reality, moved them with affection, understood them with reason, respected them, cared for them, and mobilized their subjective initiative. In addition, various meetings and activities should be used to carry out ideological and political work, so that cadres and workers can have a clear understanding of the situation, correctly deal with the public opinion environment at that time, divert their attention, boost morale, and devote their main energies to their work. On the basis of doing a good job in ideological education and investigation and study, we have readjusted and enriched the middle-level cadres, readjusted some of the masses who have made a big difference, and appointed some young cadres who have both ability and political integrity. On the issue of employing people, we should be tolerant, stress solid work, and boldly appoint controversial cadres so that they can be tested in practice. For cadres who have made mistakes or have been readjusted, if they have performed well in their work and made outstanding achievements, they should be reused according to the needs of the cadres and workers, so as to "use their strong points and avoid their shortcomings." 2. Work conscientiously and in a down-to-earth manner, and comprehensively complete the task of building water conservancy projects focusing on 100-mile embankments
In the second half of 1999, I was appointed deputy commander-in-chief of the district embankment construction headquarters and later executive deputy commander-in-chief. The trust of the organization made me feel that the burden was heavy on my shoulders. To this end, I work at both ends, grasp both hands (ideological construction and engineering construction), work steadfastly, work hard, often give up the rest time to inspect the construction site, and also give up two opportunities to go out to visit organized by the city bureau (one is to go abroad). Looking back now, it is very worthwhile, because through three years of hard work, the construction task of water conservancy projects focusing on Baili Dike has been successfully completed, and there is a share of sweat and efforts in this.
First, the 100-mile high-standard embankment has been successfully built, which has enhanced the ability of urban and rural areas to prevent disasters from Taiwan. When I arrived at the District Water Conservancy Bureau, the construction of the embankment was entering a critical stage. Coastal sea ponds, Waisha sea ponds, Shandong ten ponds, and Sanjia Jiutang have been completed and entered the supporting sweep. Other projects are being started one after another or the construction has reached the critical stage, the project is extensive and large, and many problems that have not been discovered in the early stage have been exposed in the middle and late stages of the project, and the coordination and management tasks are very heavy. The task of sweeping the end of the project is not easy. Through the efforts of all parties, most of the embankments were basically completed before the 2* year of the Taiwan flood, the sixth standard of the Jiazhi rural section was completed before the 2**1 year of the Taiwan flood, and the Zhapu gate relocation project was delayed to the completion of the main project before the Taiwan flood this year due to the need for flood control and safety. * The construction environment of the embankment is complex, and it should be said that God has helped a lot to achieve such results, of course, the progress and quality of the project still depend on people. Since the first half of last year, the embankments in our district have been preliminarily accepted in batches, and by the end of last year, all the embankments have passed the preliminary acceptance organized by the province and the city, and most of them have been initially rated as excellent projects. In January last year, our district was awarded the honorary title of "Advanced Collective of Qianli Haitang Construction in Zhejiang Province". In March this year, our district was awarded the "Advanced Unit of Urban Flood Control Project Construction in Zhejiang Province" by the provincial government. At the same time of building a hundred miles of embankments, our district also actively fought for and built a monument to Qianli Haitang in eastern Zhejiang. In the process of striving for the project, design and construction, I actively acted as a staff officer of the district party committee and the district government, liaised up and down, contributed to the launch of the project, and successfully completed the monument construction task under the conditions of tight construction period, difficult construction and high quality requirements, and won the honor for the first time.
Second, the construction of backbone water conservancy projects focusing on the maintenance of sluices and the reinforcement of reservoirs has been successfully completed. The construction of a hundred miles of embankments, but the low standard of large and small culverts along the line is also a weak link in flood control and tide retention. In order to match with the standard embankment, the implementation and completion of the Jiaobei Baijia Gate, the construction gate, the Huipu Gate and the new river supporting projects, Jiaonan Zhapu Gate Outside the new project will also be completed by the end of January this year. Other large and small culvert gates, such as Yantou Gate, Huajing Gate, Jiazhi Gate, Xiayang Gate, Taojiang Gate, Hongqi Gate, Yanchang Gate, etc., have also been strengthened and transformed to the standard of once in 5 years. In addition, the city took the lead in fully completing the risk removal and reinforcement project of the sick and dangerous reservoir to ensure the safety of the hat. From 1999 to 2**1, the Jingma Reservoir, Shuicangli Reservoir, Mingzhuli Reservoir and Huangnikeng Reservoir were successively completed, with a total investment of more than 455 yuan.
The third is the steady progress of land reclamation. Completed the first phase of the Shitang reclamation project, the main embankment is 2258 meters long, the embankment is 51 meters long, the design standard is once in 2 * years, the total investment of the project is 24.384 million yuan, and the new land area is 165 * acres. In April 2**1, the second phase of the Shitang reclamation project started construction, with an area of 28 acres, the design standard is once in 2 years, the main embankment is 31 meters long, and the estimated investment is 45 million yuan, which is planned to be completed by the end of 2**3.
3. Attach great importance to flood prevention work and comprehensively strengthen non-engineering measures for flood prevention
While doing a good job in flood prevention engineering measures focusing on embankments, we should also attach great importance to the construction of non-engineering measures for flood prevention. The first is to improve the work of typhoon prevention plans. Combined with the actual situation of the water project, the District Prevention Office has re-compiled the "District Typhoon Prevention Plan", analyzed various response measures under different levels of typhoons, heavy rains and floods, and achieved clear priorities and clear responsibilities. At the same time, the "* Flood (Storm Surge) Risk Map" compiled is easy to operate and technical, and the project was rated as advanced in the province. All towns, neighborhoods, and relevant departments in charge have also formulated and perfected plans for preventing and rescuing people from Taiwan. The preparation of typhoon prevention plans has been institutionalized in our region. The second is to strengthen the supervision of flood control and the drill work of closing the gate of the embankment channel. *The embankment is located on the "golden coastline", with as many as 117 passages along the whole line, involving many units, the situation is very complicated, and the management task of the embankment is very arduous. After the completion of the embankment, we focused our flood prevention supervision on the management of various types of embankment channels, and while carrying out regular inspections, we firmly grasped the key weak links and hidden dangers, and grasped them to the end. For example, last year, we carried out all-round tracking and supervision of the case of unauthorized opening of the Jiaobei Chen Jie Shipyard, and finally built the gate of the shipyard according to high standards. Recently, the district flood control headquarters will organize the compulsory blocking of the passage of the outer sand downwind ship yard that cannot be rebuilt into the sluice gate. The embankment management office regards channel management as the top priority of embankment management, and regularly strengthens commissioning. Every year, before the flood season, the district flood control headquarters organizes a flood prevention drill focusing on the closure of the gate of the embankment channel to ensure that it can be opened and closed at a critical moment. Third, we should do a good job in building a flood control information system. In order to gradually achieve the goal of rapid and efficient flood control dispatch, we have continuously increased investment in modern flood control equipment. From 2 * years to 2 **1 years, a total of more than 8 * million yuan was invested in the second phase, and it was equipped with advanced equipment such as V-type multi-functional stationary high-resolution meteorological satellite receiving and processing system, color laser printer, and projector. At the same time, a hydrological telemetry system, a flood control dynamic monitoring system and a flood control information system have been established. The completion of the three major flood control systems has realized the automatic monitoring and reporting of water and rain conditions in our region, and provided a scientific basis and modern means for accurate and timely flood control information collection, forecasting, dispatching, decision-making and command, and has been in the forefront of the city.
Fourth, we should blaze new trails, keep pace with the times, and strive to create a new situation in water conservancy work
After the completion of the Baili embankment, what will be done in water conservancy work? In light of the changed situation, I put forward the "three changes" in a timely manner. That is, the focus of water conservancy work has changed from the construction of standard embankments to the dredging and improvement of inland rivers, and the flood discharge, navigation and water storage capacity of rivers have been restored and improved. The task of water conservancy work has changed from the reconstruction of light pipes for many years to the construction and management of both buildings, and the management of water conservancy projects such as rivers and embankments has been strengthened to improve the comprehensive benefits of water conservancy projects; The objectives of water conservancy work have been changed from engineering water conservancy to resource water conservancy, industrial water conservancy, and environmental water conservancy, and the unified management of water resources should be strengthened, the utilization rate and use efficiency of water resources should be improved, and the environmental quality of water bodies and river banks should be improved. Through the three major changes, the focus of water conservancy work has been shifted in a timely manner to the work of river improvement, strengthening the management of water conservancy projects, and water administration and law enforcement, so as to promote the continuous development of water conservancy work.
First, the river dredging and remediation project has been fully launched. 2* At the end of the year, the construction of the embankment was nearing completion, and I gradually shifted the main energy of the construction of the project from the embankment project to the dredging and improvement of the river. First of all, according to the spirit of the city's river improvement site meeting and the current situation of the river in our district, organize special personnel to do a good job in the basic work of the current situation investigation and measurement of the river in the whole district as soon as possible, and timely compile the five-year plan and annual plan for the river improvement in the whole district, so as to provide decision-making basis for the district government. In January 2**1, the district government issued the "Five-Year Plan and Implementation Opinions on River Dredging and Remediation in the District", which plans to use five years from 2**1 to carry out a comprehensive dredging of more than 3 kilometers of rivers in the whole district, and carry out riverbank masonry protection for backbone rivers and special important sections, with a total planned investment of nearly 150 million yuan. Another round of large-scale water conservancy project construction in our region since the construction of Baili Dike Pond has begun. The second is to mobilize capable forces and set up a river improvement office. Through the efforts of all parties, the first year of river improvement has progressed smoothly. The length of the river improvement plan for 2**1 is 1*7.9 kilometers, and the engineering volume is 789,900 square meters. The actual length of the project is 113.4 kilometers, the project volume is 896,100 square meters, and the cumulative investment is 1*636,100 yuan. Among them, the river dredging project has been overcompleted, and the river stone masonry project has been fully started, but the progress is not ideal due to the difficulty of policy processing and the difficulty of funds in place. The 2**2-year river improvement plan has also been studied and approved by the district mayor's office meeting, with a total planned investment of more than 25 yuan.
Second, the management of embankments and water administration and law enforcement have been continuously strengthened. After the completion of the embankment, the management of the embankment was put on the important agenda in a timely manner. First of all, we will strive to establish a management organization, and with the approval of the editorial board, we have set up a district embankment and culvert gate management station and three embankment management offices in the urban area, Jiaonan, and Jiaobei, with an additional establishment of 17 people. The management personnel have been continuously enriched in place, and two embankment management houses in Jiaonan and Jiaobei have been built, and the urban embankment management housing project has been tendered. The second is to improve the hardware supporting facilities for embankment management, bury embankment mileage piles, management boundary posts, protective piles and warning signs in the embankments along the whole line, and equip them with embankment observation instruments and equipment; Establish settlement and displacement observation points. The 12 access gate hoists of the urban embankment are equipped with motors, transformers and standby generator sets. At the same time, it also strengthens the institutionalization and standardization of embankment management. Organize all the staff of the embankment management office to carry out training and study on level measurement and settlement observation. A series of records of the daily management of the embankment have been compiled. The three embankment management offices regularly carry out daily inspections and observations to ensure the safe operation of the project.
Strengthen river management to ensure the smooth flow of the river network. Carry out river inspections, organize obstacle removal of the main rivers in the whole region before the annual flood season, and dismantle water-blocking fish nets, duck sheds, and illegal buildings. Strictly examine and approve all kinds of river-related projects in accordance with the law. Vigorously carry out publicity on the water law, intensify water administrative law enforcement, and seriously investigate and deal with and severely crack down on cases of water violations that are discovered. For example, in order to crack down on the arrogance of illegal transporters who dump construction waste and mud into rivers and ponds, the district water administration supervision brigade has organized late-night ambushes on many occasions and seized illegal transporters on the spot. For example, on March 23, 2*, our bureau applied to the district court with the cooperation and support of the Municipal Water Conservancy Bureau and the Municipal Intermediate Court to enforce and punish the illegal occupation of the embankment by the Dongjiang Shipyard of the former office, and the unapproved ship row tracks and houses built indiscriminately by the embankment were demolished, and the Municipal Water Conservancy Bureau organized nearly 100 water supervisors in the city to participate in the enforcement. This case became the city's first Haitang case with a final judgment.
The third is to strengthen the unified management of water resources and promote soil and water conservation. In view of the fact that the reservoirs in the main urban areas were all managed by local towns (streets) in a decentralized manner, which was not conducive to the unified management of water resources and the development of the water conservancy industry, the management rights of the reservoirs were taken back to the water conservancy departments through various ways and multi-party coordination, and the limited water resources and clean water environment were managed in a unified manner, so as to promote the optimal allocation of water resources. Promote soil and water conservation work in accordance with the law, establish the * District Soil and Water Conservation Supervision and Management Station, and compile the "* District Soil and Water Conservation Plan", which is issued and implemented by the district government. Improve the water protection inspection system, the river-related projects look back system, and all the projects involved in the examination and approval of the river are required to prepare the water protection plan before the approval of the river-related projects, so as to grasp the water protection work from the source. At the same time, the collection of "two fees" for water protection should be carried out in accordance with the law.
5. Strengthen the self-building of water conservancy teams to provide a strong guarantee for the development of water conservancy undertakings
The arduous tasks must be accomplished with the joint efforts of all water conservancy cadres and workers. I feel that the work depends on people to do it, manage people in advance, and grasp the human factor to seize the initiative in the work, so I attach great importance to the construction of the water conservancy team itself.
First, it is necessary to carry out systematic ideological and work style education and rectification, and earnestly strengthen the building of systems. In order to strengthen the building of the water conservancy contingent, soon after I arrived at the Water Conservancy Bureau, I launched a system-wide ideological and work style education and rectification work with the theme of "cultivating healthy tendencies and shaping an image." The members of the bureau team often carry out heart-to-heart talks with the cadres of the organs, feel the pulse of their thoughts, and prescribe the right medicine. In the bureau organs, the system of admonishment for cadres of the organs is implemented, and if there is a feedback to the masses that has been confirmed, the bureau leaders will talk to them and inform them of the admonition. Strengthen the construction of cohesion projects in organs, care about the lives of employees, carry out various activities, and enliven the amateur cultural life of cadres and workers. At the same time, the rules and regulations have been revised and improved, and on the basis of the original, the financial system, the reception system, the car system, the learning system, the attendance system, the work target assessment system, etc., have been revised and improved, and the system has been used to standardize and restrain the behavior of the overall situation. Through the use of a variety of ways and methods, it has promoted righteousness, united people's hearts, and stimulated fighting spirit.
The second is to strengthen the building of a clean and honest party style In order to enable the vast number of water conservancy cadres and workers to profoundly learn lessons and ensure that the alarm bell rings for a long time, the city and district discipline inspection commissions have held special system conferences on many occasions, and invited the leaders of the municipal and district discipline inspection commissions to give the cadres and workers of the whole system a class on party style and clean government. As the number one leader of the bureau, we should pay attention to setting an example in the building of a clean and honest party style, firmly establish a correct outlook on life, values, and power, realize that power is given by the people, and in the tide of the market economy, we should withstand all kinds of temptations, be both clean and clean, make good use of power for the people, use power prudently, and enhance our ability to resist corruption and guard against degeneration. At the same time, we should conscientiously implement the guidelines and regulations for a clean and honest government, pay more attention to the subsections, be self-respecting, self-examining, self-vigilant, and self-motivated, and promote the building of a clean and honest party style with our own practical actions.
The third is to strengthen the building of the team. I cherish the unity of the team. As the number one leader, he attaches importance to handling the relationship between unification and division, gives full play to the role of the deputy position of the team, and makes the deputy position useful, and he is also "busy and idle". Strengthen the communication between team members, and establish a pre-week democratic ventilation meeting system, so that team members can be more ventilated, more understanding, more supportive, more cooperative, and more respectful. In the past three years, at the beginning, there were few team members and the work was relatively busy, but after the team members were complete, the work was relatively orderly, everyone was in a more comfortable mood, and the overall combat effectiveness was relatively strong. At the same time, we should pay attention to strengthening our own party spirit cultivation and self-cultivation in all aspects, and insist on treating people with sincerity, dealing with things fairly, daring to grasp and manage, and daring to be responsible.
Over the past three years, I have conscientiously accepted the supervision of the district people's congress and conscientiously implemented the resolutions, decisions, and suggestions of the district people's congress and its standing committee. Attach importance to and conscientiously handle the suggestions and opinions of the district people's congress, and implement them as measures to promote the development of water conservancy. In the process of project construction and flood control inspection, the Standing Committee of the District People's Congress was actively invited to organize inspection activities, conscientiously and responsibly report the progress of work to the Standing Committee of the District People's Congress, and implement the suggestions and opinions put forward by the Standing Committee of the District People's Congress.
Looking back on the work over the past three years, we have made certain achievements, relying on the correct leadership of the district party committee and the district government, the supervision and support of the standing committee of the district people's congress, the collective leadership of the bureau and the joint efforts of the overall situation, and the cooperation of all neighborhoods and relevant departments. In September, the notary job training knowledge competition organized by the provincial department, the city's team won the third prize of the competition, and was affirmed by the leaders of the provincial department. On November 4, 50 notaries in the city walked into the examination room and accepted the closed-book examination organized by the Ministry of Justice, and achieved a good score of 85.53 points. Recently, it was learned from the provincial department that there will be 2 collectives and 3 advanced individuals in the city, which will be commended by the provincial department.
4. The management mechanism is gradually implemented. The institutionalization and standardization of notary quality inspection, the mechanism for investigating the responsibility for wrong evidence, the notarization return visit system, the self-discipline mechanism of the notary industry, the notarization information and quality notification system, the notarization complaint handling system, and the joint meeting system of the directors of the notary office have been gradually improved and fully implemented in management practice. In particular, in terms of accepting notarization complaints, in response to the parties' review applications, we have a special person for reception, and each case has been settled, and we will never tolerate the existing problems, never kick the ball, and never let the parties be athletes, so as to achieve a good notarized social image.
5. Target building. At present, the party committee of the provincial department has put forward the goal of "benchmarking and finding differences, and the top ten projects in the country". On the basis of the previous work achievements, the notary will strive for the advanced position, and put forward the loud slogan of "national notarization and notarization". The city's 9 notary offices have honorary titles, including 5 provincial civilized notary offices; 3 provincial notary offices that are satisfied with the masses, and 3 notary offices that are civilized and satisfactory to the masses at the municipal level; 32 notaries have won the honorary titles of provinces and cities, accounting for 70% of the total number of notaries in the city. It should be said that it basically has a certain good working foundation and innovative work characteristics. In the next year, the city's notary institutions in the provincial civilized notary office to reach more than 70%, the city's notary office as soon as possible into the ranks of the ministerial civilized notary office, truly become the vanguard of the notary industry. Recently, Duan Zhengkun, former vice minister of the Ministry of Justice and president of the China Notary Association, pointed out that the notary work has been the best among the provinces and municipalities in the country, and fully affirmed the achievements of the notary work.
3. Honest and honest government
Over the past year, the achievements and development of lawyers and notaries should be attributed to the collective leadership of the bureau's party group; Thanks to the support and cooperation of all departments of the bureau; Thanks to the effective management and supervision and guidance of lawyers, notary management departments and industry associations at the city and county levels; It is also due to the self-discipline management and diligent work of the comrades in the law firm and the notary office. I consciously implement the provisions on further standardizing the honest and honest political behavior of party members and leading cadres, humbly accept everyone's supervision, and can correctly handle the relationship with every notary office, law firm, and every notary public and lawyer. At work, he never abuses his power and uses his power for personal gain. Never interfere with the normal business activities of the management unit, and never require the notary office and notary public to handle "personal notarization, cheap notarization, and priceless notarization"; Law firms and lawyers have never been required to provide "cheap and priceless" legal services.

Commuting to and from work is basically a line between the unit and the home, and the parties related to the scope of work responsibilities never talk about work at home or other business places. Practice over the years has proved that I can correctly treat and make good use of all the strength in my hands, lightly despise money, status, reputation, and personal gains and losses, and maintain the advanced nature that a Communist Party member should maintain.

Although I have done some work in fulfilling my duties and building a clean and honest government, there are still deficiencies compared with the requirements of the organization and the aspirations of the comrades.
