The tension-rich picture is meaningful, some people appreciate the unique temperament of Shenzhen, and some people appreciate the hard work made in the construction of the special economic zone.

"It is better to call the SAR, the central authorities can give some policies, you go and do it yourself, and kill a bloody road." In April 1979, the responsible person of the Guangdong Provincial Party Committee proposed to the central leading comrades to set up export processing zones and promote reform and opening up, and Comrade Deng Xiaoping replied in this way.

In July of that year, the Shekou Industrial Zone sounded the cannon of reclamation and port construction, which began with the "Story of Spring" on the south coast of China. The following year, the Party Central Committee and the State Council officially approved the establishment of special economic zones in Shenzhen, Zhuhai, Shantou and Xiamen. In May 1984, 14 more coastal port cities were further opened. The "Story of Spring" runs from south to north, high and exciting.

The story is full of the spirit of "breaking in". Breaking the "big pot rice" of bonus distribution and implementing a quota overproduction reward system - the "4 cent bonus" system pioneered by Shekou Industrial Zone that year opened the curtain on the reform of the distribution system. From the project bidding system, to the cadre personnel system, from the labor system, to the urban residents housing system... For more than 40 years, Shenzhen has created more than 1,000 "national firsts" and become a well-deserved "test field" for reform.

The story is full of "chuang" momentum. When the Xiamen Special Economic Zone was founded, it was only faced with a barren hill. A blank piece of paper to engage in construction, the funds are even tighter, where is the way out? Xiamen took the lead in testing the waters and borrowing foreign debt to carry out infrastructure construction: the infrastructure development of the SAR was injected by the Bank of China Group of Hong Kong, and the airport construction borrowed from the Kuwait Gulf Fund... Today's Xiamen has become a "high-value" city of sea gardens, and Chinese and foreign tourists are in an endless stream.

The story is full of "dry" style. From the loud slogan of "time is money efficiency is life" to the "Shenzhen speed" of "three days and one floor" of the International Trade Building, Shenzhen people have cut through thorns and thorns, buried their heads and worked hard, and have gone through the course of hundreds of years in some international metropolises abroad for more than 40 years. As General Secretary Xi Jinping said: "The vicissitudes of special economic zones are the result of the hard work of generations of special economic zone builders." ”

"The sound of the Shekou cannon in that year is still in the ears, and today's Shenzhen Special Economic Zone is full of vitality, showing the world the majestic power of China's reform and opening up and the bright prospects of socialism with Chinese characteristics." On October 14, 2020, at the celebration of the 40th anniversary of the establishment of the Shenzhen Special Economic Zone, General Secretary Xi Jinping solemnly declared to the outside world: "The successful practice of Shenzhen and other special economic zones fully proves that the strategic decision of the Party Central Committee on the establishment of special economic zones is completely correct. The special economic zones must not only continue to be run, but also run better and at a higher level. ”

Shenzhen Nantou Peninsula, across the mountain from Shekou, is the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone. Here is a new landmark of Shenzhen's reform, and the institutional innovation of the "three days and one system" has once again attracted attention. In April 2015, the Shenzhen Qianhai Shekou Area of china (Guangdong) Pilot Free Trade Zone was officially established, and the new and old reform landmarks joined hands to start again. By the end of 2020, qianhai Shekou Free Trade Zone has launched a total of 610 institutional innovation achievements, and 58 have been replicated and promoted nationwide.

The continuation of history seems to be a coincidence, but it has its own logic - always maintain the spirit of "breaking through", the momentum of "creating", the style of "dry", and more "spring stories" are still being written.
