Wang Boxiang (pictured, Xinhua News Agency), Born in February 1943 in Shouguang, Shandong, joined the work in 1967 and has successively served as secretary of the township party committee, secretary of the county party committee, and mayor. In 1986, Wang Boxiang was appointed secretary of the Shouguang County Party Committee in Shandong Province, which was a poor county in Weifang at that time. During the 5 years of Shouguang's tenure, Wang Boxiang had the heart of the people and concentrated on doing three things: one was to promote the industrialization of vegetables; the second was to develop the Shoubei salt and alkali beach; the third was to lay the foundation for the industrial turnaround, so that The Shouguang people have since puffed up their pockets and stood up their waists.
Shouguang farmers have a tradition of growing vegetables, and they have also learned lessons from growing vegetables. In the early 1980s, Shouguang farmers planted vegetables and harvested but could not sell them, rotting in the field. Wang Boxiang's investigation found that the key to grasping vegetables is to do a good job in circulation. Shouguang took the lead in building a vegetable wholesale market, which opened the prelude to the development of a market economy. "Party members and cadres must take the lead, mess up, and bear all the losses in the county." In 1989, with the support of Wang Boxiang, 17 party members including Wang Leyi of Sanyuan Zhu Village set up 17 winter-warmed vegetable greenhouses, and 17 "double-million yuan households" sprang up in the village that year. Subsequently, the county set up a promotion group, under the mobilization of Wang Boxiang, Wang Leyi toured and guided in various townships; in the first year, more than 5,000 vegetable greenhouses were promoted, and then the vegetable greenhouses were pushed to the whole county and even the whole country.
For thousands of years, 1.6 million mu of land in Shoubei has been shallow beaches in addition to saline beaches. The life of the local people is very difficult. Shounan has a vegetable greenhouse, shoubei what to do? Wang Boxiang organized more than 100,000 people to engage in a general battle, camped on the barren alkali beach, and worked for forty or fifty days. Wang Boxiang and the leading cadres in the county eat and live on the construction site, pushing carts to pick up burdens like migrant workers, eating and sleeping in the wind, and the people see them all sticking out their thumbs and admiring them in their hearts and eyes... At that time, Shoubei developed 150,000 mu of shrimp ponds, 200,000 mu of salt pans, and 600,000 mu of cotton fields, and developed a "cornucopia" on the saline beach.
In July 1986, Wang Boxiang participated in the Weifang Industrial Conference for the first time as the secretary of the county party committee. During the meeting, a "comparison table of industrial economy figures in the twelve counties of Weifang City" was issued, and at first glance, the total industrial output value, Shouguang is not bad, ranking fourth. But if the raw salt is removed, Shouguang's pure industrial output value is only 119 million yuan, ranking third from the bottom. Wang Boxiang led a group of more than 70 people to "change his mind." Less than a year after returning, the county invested 150 million yuan and put on 77 projects. Since then, every year, "bible study groups" have been organized to go to Shenzhen, Dongguan and Shanghai to learn the scriptures. Shouguang lacks enterprises, and even more lacks entrepreneurs. Wang Boxiang presided over the special meeting to make a decision: in the county's open selection of factory directors and managers, 40 "enterprising people" stood out and were pushed to the front line of industry.
In 1991, Shouguang entered the ranks of the top 100 counties in the country, and Wang Boxiang was transferred to weifang as vice mayor. What he left behind was more than 200,000 vegetable greenhouses, 1.2 million mu of cotton fields, salt pans, shrimp ponds, 4,854 enterprises, more than 100,000 "10,000 yuan households", and a cadre team recognized by the people... The people of Shouguang still affectionately call him "Our Secretary Boxiang".
