Cheng Ping suggested that the "Regulations on the Investigation and Handling of Production Safety Accidents" be incorporated into the legislative plan as soon as possible, and a mechanism for independent technical investigation of accidents should be established, and the composition, responsibilities, procedures and relevant requirements of personnel should be clarified, so as to facilitate scientific, impartial and independent technical investigations.
