Member Cheng Ping: Promote the construction of the national maritime rescue system

Beijing, 10 Mar (Xinhua) -- In his speech at the third plenary session of the first session of the 13th National Committee of the Chinese People's Political Consultative Conference on 10 March, Member Cheng Ping said: It is necessary to innovate science and technology, enhance maritime rescue capabilities, and better promote the construction of the national maritime rescue system.

Cheng Ping said that with the deepening of international cooperation and the construction of a maritime power, the emergency task of China's national strategy of maritime rescue services and the needs of people's livelihood has become more arduous. Compared with the new requirements of the new era, there is still a big gap in China's current maritime rescue system: First, the coordination mechanism is not efficient enough, affecting the timeliness of rescue; second, the ocean rescue ships and deep-sea search equipment are insufficient, and the technological innovation ability is not enough; third, the laws and regulations are not perfect, and the boundaries of maritime rescue rights and responsibilities are not clear; fourth, the treatment of senior technical personnel is low, it is difficult to introduce, and it is more difficult to retain.

Cheng Ping suggested that we improve the mechanism, take the initiative to dock with the "Belt and Road" international cooperation, the construction of a maritime power, etc., establish and improve the national maritime search and rescue and major marine oil spill emergency response inter-ministerial joint conference system, and strengthen the coordination and linkage of rescue forces of all parties.

In terms of improving the ability to rescue at sea, Cheng Ping suggested that we should further do a good job in medium- and long-term planning, rational layout, and optimize allocation. Increase the construction of ships and equipment needed for search, rescue, salvage, and national defense emergency support. Strengthen the scientific and technological innovation of rescue and salvage under the conditions of deep sea and harsh meteorological sea conditions, and seize the commanding heights of deep diving technology such as saturation diving. Accelerate the construction of search and rescue flight bases and training facilities, and improve the maritime rescue support system.

Cheng Ping also suggested that the laws and regulations on maritime rescue be improved to achieve rescue according to law. Start the formulation of relevant laws and regulations as soon as possible, further clarify the legal status and boundaries of rights and responsibilities of maritime rescue work, ensure the legitimacy and authority of the rescue command system, and protect the rights and interests of all relevant parties in maritime rescue. In addition, it is necessary to start from the investment of funds and incentive mechanisms to create a lean and practical professional team.
