Zhao Yanjun presided over the meeting, which was divided into two stages. After a vote by show of hands, the meeting decided to accept Yin Xirui's request to resign as mayor of the Municipal People's Government and Dai Xianfeng's request to resign as director of the Municipal Supervision Commission; it was decided that Zhang Li would be the acting mayor of the Municipal People's Government and Hou Yanyan would be the acting director of the Municipal Supervision Commission.
Zhang Li made a speech on her appointment.
