Zhao Dexing suggested that the village committee set up a collective economic cooperative, led by the village collective, to attract social capital to join, optimize the income risk distribution mechanism, circulate land, plant selenium-rich wheat on a large scale, let villagers enjoy dividends and land rent, and increase the daily migrant income of the left-behind elderly.
He volunteered to raise social capital and brought in a number of Zhejiang businessmen from Hangzhou to invest. During this period, he traveled back and forth between Hangzhou and Qishan many times, changing to planes, high-speed railways, cars and other means of transportation, and the bumps of thousands of kilometers did not slow his pace.
Initially, when no one was investing, Zhao Dexing even called his son who was far away in Hangzhou back to Qishan and asked him to fund the establishment of a cooperative.

The villagers were not calm, they had planted all their lives, and no one had ever seen the price of wheat.

The development of the cooperative is on the right track, Zhao Dexing set up a poverty alleviation fund in the cooperative, issuing daily subsidies for the elderly over 80 years old in the village; at the end of February 2020, he proposed that the cooperative donate 60,000 kilograms of flour to the forefront of the fight against the epidemic in Wuhan.
