Qian Jie: "I didn't waste time"

From the majestic Yulong Snow Mountain to the majestic Tianshan Mountains of Xinjiang, from 2014 to 2017, the time-space transition has a special significance for Qian Jie.

She said: "The three years of work in Xinjiang are the most important periods in my life to be educated, tempered, and enriched." In the three years that she came to the Corps as the director of the scientific research department of the Xinjiang Academy of Agricultural reclamation sciences, Qian Jie regarded this place as her home and has been working hard for its development.

In September 2014, through research, Qian Jie found a series of problems in the operation of the key laboratory of the Xinjiang Academy of Agricultural and Reclamation Sciences. It is not easy to have a state key laboratory jointly built by provinces and ministries, and it is necessary to give full play to the role of the laboratory in scientific research, which has become an urgent task for Qian Jie to carry out her work.

To this end, Qian Jie led the team to sort out one by one, looking for the existing laboratory management systems and operating specifications; One by one, drawing on the management methods of advanced laboratories in other mainland colleges and universities. In the end, a set of systems for solving related problems was formed, such as the "Regular Work Meeting System", "Letter of Commitment for Scientific researchers", "Reward Measures for Scientific and Technological Achievements", and "Performance Appraisal Regulations", which were unanimously recognized by the personnel of the State Key Laboratory.

The formulation and implementation of this series of management systems has provided institutional guarantees for the Xinjiang Academy of Agricultural Reclamation Sciences to truly become an important base for the Corps to organize and apply basic research, gather and train outstanding scientific and technological talents, carry out high-level academic exchanges, and carry out advanced scientific research equipment." Wang Xinhua, president of the Xinjiang Academy of Agricultural Reclamation Sciences, said.

Behind this term is the interpretation of youth and even life that is difficult for ordinary people to understand. In the past 3 years of working in the corps, Qian Jie has braved difficulties and has traveled to almost all the divisions and most of the regimental fields of the corps.

Xinjiang is located in the frontier, and its competitiveness in attracting and condensing high-end talents is insufficient. The management of scientific research institutions and front-line researchers are looking forward to establishing a set of local talent training and scientific research achievement incentive mechanisms suitable for the development of Xinjiang.

"In order to improve this series of problems in the short term, it is necessary to formally establish a mechanism for attaching importance to and strengthening the training of local scientific research talents, and an incentive mechanism for scientific research achievements that matches the spirit of the national "Transformation of Achievements Law" and other documents that promote innovation needs to be boldly established." Qian Jie was ready to make some useful attempts.

In 2016, the Xinjiang Academy of Agricultural Reclamation Proposed to establish a business guidance relationship with the agricultural science institutes of various divisions by jointly building branches with various divisions, strengthening scientific and technological cooperation with various divisions and the organic integration of agricultural scientific research resources, and realizing the sharing and efficient utilization of agricultural scientific and technological innovation resources. As the head of the department responsible for this work, Qian Jie organized the research institutes in the hospital to discuss and carry out research, and held discussions with the agricultural science institutes of various divisions... In the end, the request for the joint construction of the Kunyu Branch with the 14th Division has been approved by the Corps Organization Office, and the cooperation with the 5th, 9th and 10th Divisions has also made positive progress.

Qian Jie believes that through scientific research cooperation, we can further integrate the strength of scientific research teams, explore and cultivate scientific and technological talents in various divisions and cities, improve the scientific research ability and level of scientific research personnel, give full play to the advantages of local talents, and promote development.
