On November 25, the Political Knowledge Circle (WeChat id: wepolitics) learned from the Supreme People's Procuratorate that Qin Guangrong, former vice chairman of the Internal and Judicial Affairs Committee of the National People's Congress and former secretary of the Yunnan Provincial Party Committee, was suspected of accepting bribes and transferred to the Supreme People's Procuratorate for review and prosecution after the Investigation by the State Supervision Commission was concluded.
The Supreme People's Procuratorate, after designating jurisdiction, handed over to the Chengdu Municipal People's Procuratorate of Sichuan Province for review and prosecution on October 9, 2019. Recently, the Chengdu Municipal People's Procuratorate has filed a public prosecution with the Chengdu Intermediate People's Court.
In other words, in the future, Qin Guangrong will be tried in the Chengdu Intermediate Court.
In recent years, some officials in major and important cases have been tried in Chengdu.
For example, on September 24, 2012, the Chengdu Intermediate People's Court pronounced a first-instance judgment in the case of Wang Lijun, former vice mayor of Chongqing, who was sentenced to 15 years in prison for defecting and accepting bribes of 3.05 million yuan for bending the law for personal gain and abusing his power.

On May 30 this year, the Chengdu Intermediate People's Court held a public trial of the case of Wu Hun, a former member of the party group of the State Food and Drug Administration, deputy director of the State Food and Drug Administration, and deputy director of the National Health and Family Planning Commission, for accepting bribes and abusing his power. On November 15, Wu Was sentenced to 16 years in prison.
Qin Guangrong, male, Han ethnicity, born in December 1950, Yongzhou, Hunan, joined the Communist Party of China in January 1972, joined the work in August 1975, college degree, master of engineering. Voluntarily surrendered on May 9 this year.
The Chengdu Municipal People's Procuratorate's indictment alleges:
Qin Guangrong took advantage of his position as a member of the Standing Committee of the Yunnan Provincial CPC Committee, vice governor, deputy secretary of the provincial party committee, provincial governor, and secretary of the provincial party committee to seek benefits for others and illegally accept huge sums of money or property from others, and he should be investigated for criminal responsibility for accepting bribes.
According to the indictment, Qin Guangrong amassed wealth in his posts as a member of the Standing Committee of the Yunnan Provincial Party Committee, Vice Governor, Deputy Secretary of the Provincial Party Committee, Provincial Governor, and Provincial Party Committee Secretary.
Qin Guangrong served in Hunan in his early years, serving as a member of the Standing Committee of the Hunan Provincial Party Committee and secretary of the Changsha Municipal Party Committee, and in January 1999, he crossed the province to Yunnan, serving as a member of the Standing Committee of the Yunnan Provincial Party Committee, the secretary of the Political and Legal Committee, and later the director of the Organization Department. In January 2003, Qin Guangrong became the executive vice governor of Yunnan Province.
Since the 18th Party Congress, at least 8 serving or former provincial secretaries have been dismissed.
In addition to Qin Guangrong, there were Su Rong, former secretary of the Jiangxi Provincial CPC Committee; Bai Enpei, former secretary of the Yunnan Provincial CPC Committee; Zhou Benshun, former secretary of the Hebei Provincial CPC Committee; Wang Min, former secretary of the Liaoning Provincial CPC Committee; Huang Xingguo, former acting secretary of the Tianjin Municipal CPC Committee; Wang Sanyun, former secretary of the Gansu Provincial CPC Committee; and Sun Zhengcai, former secretary of the Chongqing Municipal CPC Committee.
It can be seen from the above table that among the 8 provincial party secretaries who fell from power, Su Rong was quite special, and he had amassed wealth in the three provincial party secretaries posts in Qinghai, Gansu and Jiangxi, and was eventually sentenced to life.
Judging from the areas on trial, Henan has become the place where the secretaries of the provincial party committees have been tried and dismissed the most, and Bai Enpei, Wang Min, and Wang Sanyun have all passed through the hall in Henan.
Qin Guangrong was accused of amassing wealth in the post of secretary of the Yunnan provincial party committee, and before him, Bai Enpei, who was sentenced to life imprisonment, had also taken bribes in the post.
One detail is that before Qin Guangrong was prosecuted, on November 21 and November 22, the leading group of the party group of the Yunnan provincial government and the standing committee of the Yunnan Provincial Party Committee successively held a special democratic life meeting to learn profound lessons from the Qin Guangrong case.
At the meeting of the Yunnan Provincial CPC Committee on democratic life, relevant comrades of the State Supervision Commission of the Central Discipline Inspection Commission and the Organization Department of the CPC Central Committee attended the meeting for guidance.
According to local media reports, at the meeting on democratic life, everyone unanimously said that the party Central Committee's serious investigation and handling of the Qin Guangrong case and the decision to handle Qin Guangrong are completely correct and win the hearts and minds of the party and the people, and the comrades of the Standing Committee of the Provincial CPC Committee and the Standing Committee of the Provincial CPC Committee resolutely support the decision of the party Central Committee and resolutely implement the spirit of the party Central Committee; and resolutely eradicating the poisonous influence of Qin Guangrong and other poisons is a major political task for the province to strengthen party building, especially the political ecological construction.
After the fall of a high-ranking official, the democratic life meeting held in the relevant provinces is not an example in Yunnan.
According to the "Several Provisions on the Democratic Life of Party Members and Leading Cadres of Party and State Organs at or above the County Level" issued by the CPC Central Committee in January 2017, where the leading body encounters important or common problems, major decision-making mistakes or improper handling of emergencies, important problems are discovered through disciplinary inspections, inspections, and audits, as well as cases of violations of discipline and law, a special democratic life meeting shall be convened to promptly analyze and rectify.
For example, in November 2017, the Standing Committee of the Gansu Provincial Party Committee held a meeting to eliminate the poison of Wang Sanyun and affect the special topic of democratic life. The meeting once again conveyed and studied the "Circular of the General Office of the Central Discipline Inspection Commission on Granting Wang Sanyun the Punishment of Expulsion from the Party and Expulsion from Public Office." Comrades attending the meeting unanimously expressed their resolute support for the decision of the party Central Committee to give Wang Sanyun a "double opening" punishment.
In August 2018, the Standing Committee of the Jiangxi Provincial Party Committee held a special democratic life meeting for a full day.
According to local media sources, the theme of the democratic life meeting was "resolutely and comprehensively eliminate the residual poison of the Su Rong case, and continue to build a clean and healthy political ecology."
