Cai Gucheng Village is located in the northeast of Tangyin County, at the junction of Tangyin County, Anyang County and Neihuang County. There are 7 villager groups in the village, 2431 people in 459 households, and an area of 1860 mu of arable land.

"Cai Gucheng Village has 25 households and 106 people in poor households, and at present, 105 people from 24 households have successfully lifted themselves out of poverty, and 1 household and 1 person have been lifted out of poverty." At the beginning of the village, Guo Nan's first work was to visit farmers and conduct research. In order to grasp the first-hand information as soon as possible, he worked day and night, entering the household during the day to find out the bottom, summarizing the materials at night, and it took only 10 days to grasp the situation of the poor households in the village.

"Among the 25 poor households in the village, 18 are poor due to illness, 3 are poor due to disasters, 2 are poor due to disability, and 2 are poor due to education." To this end, Cai Gucheng Village has introduced a 100-kilowatt photovoltaic power generation project and realized grid-connected power generation. In 2017, the village collective economy achieved "zero breakthrough", with an annual income of more than 72,000 yuan. This year, Guo Nan actively strived for the higher-level asset income project fund of 518,200 yuan, added 3 large agricultural machines for the village for leasing, with an annual income of 36,000 yuan; and strived for the superior funding of 300,000 yuan to build a warehouse house in the north of the village, with an area of 200 square meters, and leased it in the form of asset leasing after the completion of the project, with an estimated annual income of 15,000 yuan. The village adopts the "four discussions and two openness" work method, and after the village collective research and decision, for the poor households that have established a file and set up a card, the photovoltaic power generation income is subsidized by 1,000 yuan per household per year, and the rental income of agricultural machinery is subsidized by 432 yuan per household per year.

At the same time, Guo Nan actively sought funds to build 350 meters of new roads, harden 613 square meters of sidewalks, plant 350 green trees, build 130 tree fences, beautify 700 square meters of walls, add 40 road flags, and install 12 convenient seats for the village. In addition, he also fought for a public kindergarten project for the village, 350,000 yuan for preschool education maintenance funds, and a children's home project.
