After the Xinhai Revolution, Zhang Lan led the Sichuan army to carry out a struggle against Yuan together with Cai Yi in Yunnan, forcing Yuan Shikai to abolish the imperial system. Later, he was appointed governor of Sichuan Province by the Beijing government.
After the outbreak of the War of Resistance Against Japanese Aggression in 1937, Zhang Lan actively participated in the anti-Japanese democracy movement. Zhang Lan did not live in Shanghai for a long time, and came to Shanghai in 1946. Since Zhang Lan did not buy an estate in Shanghai, he was invited by the chairman of Sichuan Hecheng Bank to stay in the dormitory of Sichuan Hecheng Bank.
In this three-story apartment in the ordinary small building of No. 8 Jiyili on Yongjia Road, Zhang Lan held frequent talks with the leaders of the Democratic League and the leaders of the democratic parties to discuss the current situation, oppose the civil war, call for peace, and always adhere to the position of peace and democracy.
During his stay here, Zhang Lan made 2 major decisions. First, in December 1946, it was decided to refuse to participate in the National Assembly of Chiang Kai-shek's dictatorship. All members of the Democratic Socialist Party who participated in the National Convention were expelled from the League. Then, in November 1947, under the pressure of the Kuomintang, the NLD headquarters was forced to announce the dissolution of the NLD.
In June 1949, Zhang Lan, who was under house arrest by the Kuomintang, bid farewell to Shanghai under the rescue of the underground communist party and went to Beiping to attend the Chinese Political Consultative Conference. At the meeting of the New Chinese People's Political Consultative Conference, Zhang Lan, chairman of the China Democratic League, was elected vice chairman of the Central People's Government and a standing member of the First National Political Consultative Conference. In 1954, he was elected vice chairman of the Standing Committee of the National People's Congress and vice chairman of the Second National Committee of the Chinese People's Political Consultative Conference.
