He Fangjun: Bow down and do your best to be a good public servant

He Fangjun, born in 1941 in a revolutionary family in the Yimeng Mountains of Shandong Province, was seven months old when his father died gloriously on the anti-Japanese battlefield, and his mother was also an old revolutionary. In 1963, he was admitted to Beijing Agricultural University, and when he graduated, he voluntarily applied to contribute his youth to the Qinghai Plateau, and worked for 23 spring and autumn seasons, successively serving as a technician and station chief of the animal husbandry and veterinary station, the director of the Gonghe County Science and Technology Commission, the deputy governor of the Gonghe County Science and Technology Commission, the deputy secretary of the Hainan Tibetan Autonomous Prefecture Party Committee, and the first deputy secretary-general of the Qinghai Provincial People's Government. In March 1990, He Fangjun was transferred to the Animal Quarantine Institute of the Ministry of Agriculture (Qingdao) as the secretary of the party committee and director; in November 1995, he was transferred to the Shenzhen Animal and Plant Quarantine Bureau as the secretary of the party group and director; on September 10, 1997, he died of liver cancer at the age of 56.

With infinite loyalty to the party's cause and a high sense of responsibility for bowing down to the party's cause and dying, He Fangjun has been like a day for 30 years, no matter where he goes, he has spread light and heat wherever he goes. In May 1998, the CPC Shenzhen Municipal Party Committee and the Shenzhen Municipal People's Government made a decision to learn from Comrade He Fangjun, and the city set off an upsurge of learning from him.

Pioneered a number of animal and plant quarantine reforms

In November 1995, He Fangjun was transferred to the director of the Shenzhen Animal and Plant Quarantine Bureau and secretary of the party group, and on the third day of his appointment, he went to the grass-roots level to investigate and understand the situation. In less than two months, he traveled to all departments and offices of the global organs and 11 subordinate institutions, forming a set of new ideas for reform and development. He proposed that it would take about 3 years to build the Shenzhen Animal and Plant Quarantine Bureau into the "vanguard" of the national animal and plant inspection system.

During the period presided over by He Fangjun, the pilot work of Shenzhen port reform was carried out in depth. According to the relevant arrangements of the state, animal and plant inspection should be withdrawn from the port cargo inspection channel. Some colleagues do not understand this. He Fangjun always tirelessly stressed and explained that he had repeatedly studied the reform of this system in the port reform team specially set up within the bureau, and that one of the programs would be implemented when it was ripe.

On June 20, 1996, the Huanggang Bureau took the lead in withdrawing from the port cargo inspection channel in the national animal and plant inspection system;

On May 1, 1997, Shenzhen Animal and Plant Inspection withdrew from the cargo inspection channel of the first-line port, so that the Shenzhen port took the lead in realizing the international practice of "customs management and border inspection and management personnel" in the country.

In September 1997, Bao'an and Longgang bureaus were established one after another, which was an important step to explore the follow-up management mode of animal and plant inspection.

Huang Xinhua, former deputy director of the Municipal Port Office and former deputy secretary of the Port Working Committee, once commented that He Fangjun embodied three precious spirits: the spirit of the times of pioneering and forging ahead; the style of strict self-discipline and honest public servants; and the loyalty and responsibility for the cause of the party and the people for the public.

The image of the servant of the people remains in the hearts of the people

In the early morning of July 3, 1997, He Fangjun had severe pain in his abdomen and went to the hospital for pain relief injections under the circumstances of last resort. Under the persuasion of colleagues, he went to the hospital the next day for an examination, and the results of the examination were suspected to be liver cancer. On July 6, he was transferred to the General Hospital of Guangzhou Military Region and diagnosed with advanced liver cancer. After learning the news, the leaders of the Ministry of Agriculture and the State Animal and Plant Quarantine Bureau issued instructions to do everything possible to rescue and treat them at all costs. On July 15, He Fangjun was transferred from Guangzhou to Shanghai Hepatobiliary Research Center for treatment.

When I arrived in Shanghai, on the night when I was sure of my illness, He Fangjun wrote in his diary: "Today Director Huang told me all about his illness, and I was really distressed after hearing it, because I was not very old, and I could still work for the party for several years. However, I have long been mentally prepared, people are inherently dead, and I want to be like Zhang Side, a person who is beneficial to the people, and a person worthy of the cultivation and education of the party and the people all my life. ”

During He Fangjun's hospitalization, he was in the ward, his heart was still thinking about work, and in the one month of hospitalization, he presided over the party group meeting 3 times. One time in Guangzhou was held in a ward; the Shanghai ward system was very strict, and two party group meetings, one was only after He Fangjun repeatedly requested the dean agreed to be held in the conference room; the other time was to quietly run out of the ward and get into the van, and a special party group meeting was held at noon under the scorching sun.

On September 8, He Fangjun, who was in a semi-comatose state, saw a colleague in a quarantine uniform standing in front of the bed, pointed to his uniform, and pointed to himself, indicating that he would put on the uniform and stand on the last shift of his life. At exactly 15:00 on September 10, 1997, He Fangjun's heart stopped beating.

On October 16, 1997, the State Administration of Animal and Plant Quarantine issued the "Decision on Reporting and Commending Comrade He Fangjun"; on May 12, 1998, the Shenzhen Municipal Cpc Committee and the Municipal People's Government made the "Decision on Learning from Comrade He Fangjun"; on May 25, the Shenzhen Municipal Party Committee of the Communist Party of China posthumously awarded Comrade He Fangjun as a "Model Communist Party Member of Shenzhen City". He left the spiritual demeanor of a servant of the people who bowed down to exhaustion and died forever in the hearts of the citizens of Shenzhen.
