Communication World Network News (CWW) On September 28, at the mobile network high-quality development forum held during the 2021 Communications Exhibition, Liang Bin, director of the Department of Communications Development of the Ministry of Industry and Information Technology, said that at present, China's network has developed from coverage to high-quality development, and the high-quality development of mobile networks, especially 5G, has become the key cornerstone to support the digital transformation of the economy and society. In accordance with the decision-making and deployment of the Party Central Committee and the State Council, the Ministry of Industry and Information Technology adheres to the principle of moderate advancement, network first, borrowing at the same time, strengthening coordination, opening up cooperation, and orderly promoting 5G construction and application innovation.

Over the past two years of commercial use, China's 5G development has achieved positive results, building the world's largest 5G network, as of the end of August, the cumulative construction of 5G base stations reached 1.037 million, has covered all prefecture-level cities in the country, more than 95% of county and urban areas, and 35% of townships and towns, creating tens of thousands of 5G application innovation cases. A number of typical applications have been formed in media, medical, transportation, education and other industries. China's 5G end users have exceeded 400 million, is the world's largest user group, domestic 5G mobile phone shipments have reached 168 million units, an increase of 80% year-on-year, in order to better promote the efficient and stable operation of mobile networks, further improve the mobile network construction environment, and continue to improve user experience.

Liang Bin pointed out that since 2019, Beijing has organized the China Academy of Information and Communications Technology to carry out the evaluation of the quality of mobile networks in key places for three consecutive years, and used technical means to objectively measure the development of China's mobile networks and the existing problems, which has received widespread attention from all walks of life. At present, the evaluation work of the first phase of 2021 has been completed, and the Chinese Academy of Information and Communications Technology has conducted on-site evaluation of key places such as major roads, subways, parks, shopping malls, and administrative centers in 21 cities in 17 provinces across the country.

The results show that the 4G network operation is stable, some indoor places use carrier aggregation technology, the actual maximum download rate reaches more than 400 megabit BPS, the 5G network construction is effective, the 5G download rate can reach up to 2.5G BPS, and the outdoor places fully realize the independent main network, but at the same time, some key places, especially shopping malls and subways, still have problems such as difficulty in 5G construction and inadequate coverage.

In this regard, Liang Bin put forward three suggestions.

The first is to focus on improving the user experience with people as the center. In accordance with the principle of moderate advancement, focus on improving the people's sense of gain and happiness, further improve the construction of the mobile network development evaluation index system based on user experience, and take the indicator system as the guide to optimize and improve the quality of the mobile network, strengthen and enhance the technical ability of mobile network evaluation, and form a positive atmosphere of catching up with the help.

The second is to use applications as migration to create a new engine for the digital economy. Empowering the digital transformation of thousands of industries is an important direction for the development of 5G, and it is necessary to deepen the integration and application of 5G in manufacturing, ports, medical care, education and other fields, the mapping relationship between the quality of mobile networks and the actual needs of the industry, form a number of replicable and scalable innovative application models, and inject new momentum into the digital transformation of the economy and society.

The third is to be results-oriented and create a good environment for development. Regularly release authoritative evaluation reports on mobile network quality, release network development evaluation reports in key cities and key places in real time, comprehensively and objectively reflect the level of mobile network development in China, guide relevant entities in key places to cooperate with operators to optimize and improve network quality, assist in solving problems such as difficulties in entering the site, and actively create an excellent network construction environment.

Finally, Liang Bin said that the high-quality development of mobile networks is related to the long-term development of China's economy and the welfare of people's livelihood, and hopes that the whole industry will concentrate wisdom and collective efforts to continuously improve the quality of basic networks, improve customer perception, make the mobile network experience more stable and faster, and promote the development of China's double gigabit network to a new level.
