On the basis of summarizing the experience of previous years, Laozhuang Town, Zhenping County, continued to increase source prevention and control, reward and punishment, implemented measures to ensure human and property protection, and strived to achieve the goal of "zero burning".
The personnel are well organized. A leading group is set up, with the town mayor as the group leader personally grasping the work, the deputy head of the group in charge personally grasping it, and all units coordinating and cooperating with each other to grasp the joint management; implementing the grid management system, town cadres packing villages, village cadres packing groups, and group cadres packing up plots of land, creating a pattern of a great ban on burning led by the government and with the participation of all walks of life; the town government has dispatched special personnel to form an inspection group, and each village has set up a voluntary inspection team with village group cadres and patrol team members as the mainstay, condensing the joint efforts of the cadres and groups of the whole town to build a protective network for banning burning.
Decomposition tasks are in place. Formulate a list of tasks, decompose the tasks of prevention of key parts of each village, the planting area of autumn crops, the report of autumn harvest days, and the straw treatment methods to the cadres of 23 villages and villages to ensure that the cadres of bao villages carry out their work in a targeted manner; all villages are required to submit the list of village cadres to the town to ban burning, as the basis for pursuing responsibility.
Supervision and monitoring are in place. Combined with village cadres, bao village cadres are on duty until 6 p.m. and from 6 p.m. to 0 a.m. by village group cadres; four command centers in the southeast, south, and northwest have been set up to clearly appoint special personnel to garrison them; the town supervision group has continuously inspected key parts such as the 207 National Highway and the Liulao Zhanbei Road every day, and the small red flag patrol teams of motorcycles in various villages have patrolled in the village; and town and village cadres have been required to use the WeChat groups of laozhuang and laozhuang bao village cadres to upload photos of their work in the village and the location positioning map of their location twice a morning and afternoon.
Prevention at the source is in place. Contact the corn harvester to directly crush the straw and return it to the field to reduce the possibility of burning; implement the form of awards in lieu of compensation, and give 2,000 yuan subsidies to each village that takes the initiative to clear and transport the straw and does not catch fire; organize two beef cattle farms in Muxing and Muqiang to purchase straw, make silage feed, and improve the comprehensive utilization rate; strive to return farmland to forest ration field formula fertilization materials, and give priority to distributing more than 50 tons of chemical fertilizer to 10 villages that have prepared the stubble as early as possible and the straw is cleared and transported in place.
Rewards and punishments are in place. The research and formulation of the straw ban reward and punishment opinions, the prohibition of burning work included in the september to November town and village cadres thousand point system, 100 percent system target management performance appraisal; the implementation of punishment measures, the report of straw burning clues to verify the truth, or the phenomenon of burning found in the inspection, the town discipline inspection committee quickly intervened, filed a case for investigation, in addition to the economic punishment, the relevant responsible persons in addition to economic punishment, another disciplinary punishment and organizational treatment.
