Xinhua News Agency reported on November 6 that the Inner Mongolia Autonomous Region has recovered 52.388 billion yuan in economic losses for the country 20 months after the special rectification work of "20 years of investigation" of coal-related corruption has been carried out. Up to now, a total of 736 coal-related cases and 1,023 people have been registered in the whole region, including 69 cadres at the department and bureau level and 243 cadres at the county and department level.

Zheng Zhijun noticed that in the Xinhua News Agency's report, three "black gold giant rats" were named again.

The first person to be named was Du Xuejun, former secretary of the Wulanchabu Municipal Party Committee.

Du Xuejun, born in May 1965, a native of Hailar, Inner Mongolia, holds a doctorate in law.

According to his resume, Du Xuejun worked in Hulunbuir for nearly 30 years. In 2011, Du Xuejun was appointed deputy secretary of the Xing'an League, and in May 2013, he was promoted to league chief and became a cadre at the level of the main department.

In October 2015, Du Xuejun was appointed deputy secretary and mayor of Baotou Municipal Party Committee. In May 2017, he became the new secretary of the Ulanqab Municipal Party Committee until his resignation in July 2020.

In February 2021, the website of the Central Commission for Discipline Inspection and the State Supervision Commission published the article "Inspiration for Promoting Reform work in a series of coal-related corruption cases in the Inner Mongolia Autonomous Region", revealing for the first time that Du Xuejun fell.

Details of Du Xuejun's coal-related problems were exposed in April this year.

On the morning of April 25, the Inner Mongolia Autonomous Region held a video teleconference on special rectification and warning education on violations of laws and regulations in the field of coal resources, and broadcast a 50-minute warning education film "Checking For Rotten Coal, Plowing Black Gold, Removing Cancerous Tumors - A Special Rectification Warning Record on Violations of Laws and Regulations in the Field of Coal Resources in Inner Mongolia".

The warning education film disclosed that the stock of coal-related corruption in Inner Mongolia is large, the poison is widespread, the harm is heavy, and the accumulation of defects is shocking. Du Xuejun, former secretary of the Wulanchabu Municipal CPC Committee, directly designated a mining company under his "small" name without the procedures for bidding, auctioning, and listing, to obtain mining rights in a certain coal mine, thus demanding a huge "benefit fee."

In July this year, Du Xuejun was "double-opened". The circular pointed out that during the special rectification work on violations of laws and regulations in the field of coal resources, he did not truthfully report personal violations of laws and regulations related to coal and resisted organizational review; he illegally provided assistance to others and accepted property and property in the recruitment and transfer of cadres; he also engaged in profit-making activities in violation of regulations; and used his position to facilitate the exploitation of coal resources and project contracting to seek profits for others and illegally accepted and demanded huge amounts of property.

Only one month later, Du Xuejun became a negative example of the six problems that harmed the business environment reported by the Inner Mongolia Autonomous Region: between 2004 and 2020, Du Xuejun took advantage of his position to contract cultivated land in violation of the law, obtained a variety of special funds and government subsidies; provided assistance to a number of units and individuals in the development of coal resources, contracted projects, and other matters, accepted huge amounts of property, and undermined the normal change of the circulation of farmland use rights and the order of the development and utilization of coal resources and the contracting project market.

Liu Guihua, former deputy secretary of the party leading group and deputy director of the Standing Committee of the Ordos Municipal People's Congress, was also named this time.

Liu Guihua, female, born in October 1956, from Fugu County, Shaanxi Province, graduate degree, joined the work in February 1976.

From the beginning of her work to November 2007, Liu Guihua worked in Otoke Banner for 31 years, successively serving as deputy director of the Women's Federation, secretary of the Discipline Inspection Commission, deputy flag chief, and secretary of the Flag Committee. In November 2007, Liu Guihua became the vice chairman of the Ordos Municipal CPPCC Committee, and in 2013, he was appointed deputy director of the Standing Committee of the Ordos Municipal People's Congress until his retirement in April 2017.

Three years after retirement, in March 2020, Liu Guihua fell.

In October 2020, Liu Guihua was expelled from the party. The Inner Mongolia Discipline Inspection Commission informed that Liu Guihua resisted organizational review; accepted other people's property and property in the process of selecting and appointing cadres; used his power to deceive and obtain huge profits by engaging in business and running enterprises in violation of regulations after fraudulently obtaining prospecting warrants; and was unscrupulous and bold, abusing his powers in the process of converting coal mines and examining and approving prospecting warrants and mining warrants, treating the work field as "private territory," and engaging in power-for-money transactions and abusing power for personal gain.

A month later, the Inner Mongolia Autonomous Region held a region-wide warning education conference. For the first time, the conference disclosed the details of Liu Guihua's case in which Liu Guihua transferred the entire coal mine to individuals in the form of "debt transfer" in the process of converting a state-owned coal mine, causing huge losses to the state.

In January this year, Liu Guihua's case of suspected bribery and abuse of power was tried in the first instance at the Wulanchabu Intermediate People's Court.

To put it more, in August 2017, four months after Liu Guihua retired, her former boss Wang Fengshan, chairman of the Ordos Municipal Committee of the Chinese People's Political Consultative Conference, fell from office. Wang Fengshan was a member of the Standing Committee of the Ordos Municipal Party Committee, the director of the Propaganda Department, and the executive vice mayor; since 2010, he has been the chairman of the Ordos Municipal Committee of the Chinese People's Political Consultative Conference, and has worked with Liu Guihua for many years.

On April 28, 2019, Wang Fengshan's case of embezzlement, bribery, abuse of power, and a large amount of assets of unknown origin was heard at the Intermediate Court of Wulanchabu City, Inner Mongolia. The content of the indictment shows that Wang Fengshan's crime amount is as high as tens of millions of yuan. In April 2020, Wang Fengshan was sentenced to 17 years in prison in the first instance.

Another person named was Wang Jie, a member of the party leading group and deputy director of the Land and Resources Department of the Inner Mongolia Autonomous Region.

Wang Jie, born in May 1963, a native of Jingxian County, Hebei Province, began his career in August 1985.

Wang Jie studied geology and mineral exploration at Changchun Institute of Geology for four years, and then worked in the Bureau of Geology and Mineral Resources and the Department of Geology of the Autonomous Region for 15 years. In June 2000, he became the deputy director of the Mineral Resources reserves division of the Land and Resources Department of the Autonomous Region, and then successively served as the deputy director of the Mineral Development Division, the director of the Mining Management Department, the director of the office of the Land and Resources Department, and the deputy director until July 2020.

In January this year, Wang Jie's "Double Opening" circular pointed out that he accepted entrustments and accepted money from subordinates in the selection and appointment of cadres; accepted gifts in violation of regulations that might affect the fair performance of official duties; incorrectly performed his duties and approved prospecting rights in violation of regulations; and took advantage of his position to seek benefits for others in the examination and approval of coal-related matters and business operations, and illegally accepted huge amounts of money.

In April, the first trial of Wang Jie's bribery case began. The procuratorial organs trial and found that from 2003 to 2020, Wang Jie took advantage of his position to seek benefits for others, and accepted money and materials from 31 people who were managed, subordinates and other relevant personnel, equivalent to more than 38.3 million yuan.

"Lookout" magazine disclosed that according to Wang Jie's own summary, the way he collected money was mainly in three types, the first was the gift money for the New Year's Festival, the second was the "thank you fee" after the work, and the third was to obtain money in the form of "participation in the shares".

In 2007, in order to "thank" Wang Jie for his help in handling coal approval procedures, the relevant personnel of a large enterprise in Ordos City proposed to let Wang Jie get dividends by taking shares in his enterprise. Wang Jie accepted and arranged for his relatives to handle matters related to the shareholding, and even the principal of the shareholding was also paid by the coal boss, and Wang Jie obtained huge illegal benefits after the dividend.

On February 28, 2020, the Party Committee and Government of the Inner Mongolia Autonomous Region held a mobilization and deployment meeting for the special rectification of violations of laws and regulations in the field of coal resources in the Autonomous Region. An anti-corruption storm in the field of coal resources that "20 years of investigation" has begun.

According to the latest information released on the official website of the Inner Mongolia Autonomous Region Discipline Inspection Commission, since the special rectification, a total of 736 coal-related cases and 1,023 people have been filed in the whole region, including 69 cadres at the department and bureau level, 243 cadres at the county and department level, and 17 cadres have voluntarily surrendered; a total of 1656 people have been held accountable.

In the special rectification work of "20 years of backward investigation" of coal-related corruption, Inner Mongolia has recovered a total of 52.388 billion yuan in economic losses for the country and cleared and disposed of 18.29 billion tons of coal resources.
