In August 2015, Song Peng, a 30-year-old teacher at the Institute of Science and Technology Development of Tianjin University, went to Dazhai Village, Shawan Town, Tangchang County, Longnan City, Gansu Province, 1,800 kilometers away, to serve as the first secretary of the party branch; in August 2016, he also served as the leader of the dazhai village help and support team in Dazhai Village, and in August 2017, Song Peng took the initiative to apply for an extension of his work in the village for one year. In the past three years, Dazhai Village has undergone tremendous changes: the roads have hardened, the solar street lights have been lit, the safe drinking water has been passed, and more importantly, the superior resources such as breeding households, processing plants, inspection agencies, online and offline platforms have been integrated, and a rural e-commerce industry chain has been established, the village's collective income has increased from 0 to 550,000 yuan, and a large number of outflow migrant workers have begun to flow back.
Recently, the reporter interviewed Song Peng and listened to him tell the story behind the changes.
To give up a life, we must also dig up the roots of poverty
After a 14-hour drive from Lanzhou, we finally arrived at Dazhai Village, jumped out of the car, and came into view of the bare mountains around us. The village director Han Yanping picked me up at the entrance of the village and took me to a roadside noodle restaurant to eat a bowl of Shawan sauerkraut egg cheek noodles, don't look at the current I don't have peppercorns to eat, but at that time, the peppercorns in the noodles made my mouth feel numb for a long time.
After eating, I put down my luggage and went for a walk around the village. At first, I was very optimistic, this village is not poor, through the village through the Wuping Highway, are the villagers' small buildings, some buildings in front of the parking of luxury cars. But the further I went to the village, the cooler my heart became, and the houses were all made of adobe. I entered the home of villager Zuo Yanggen, whose house had no doors, no appliances or furniture in the room, a pile of potatoes piled up in the corner of the house, and the quilt on the kang could no longer see the color. Zuo Yanggen told me that because my family was poor, I could only eat two meals a day, and only potatoes were each meal. Coming out of Zuo Yanggen's house, my heart was sour, and I felt that if I couldn't help the village change the poverty situation, I would be sorry for the title of first secretary of the village.
On the ninth day of arriving in Dazhai, I went to visit the old clerk He Forty-Five in the village. The old clerk has worked in the village for more than 20 years and recently retired due to his physical health. He told me about the situation in the village: The per capita cultivated land area in Dazhai Village is only 0.2 mu, the mountainous land is barren, agricultural production is not large-scale, there is no collective economy in the village, the villagers with live brains have become rich by engaging in wood processing and selling decoration materials, and most of the remaining people are illiterate, cannot speak Mandarin, have no skills, and most of them do odd jobs outside and do not earn much money. "There has been no leader in getting rich in the village, now it's up to you." He took my hand and said.
"More than 1,000 acres of land on Yingpan Mountain have been deserted for more than ten years, and if this land can be developed well, it will be a great thing." A few days later, he also took me to YingpanShan. There was no road to Yingpan Mountain, so we walked all the way through the waist-deep weeds. The old clerk pointed out to me where the peppercorns were best planted, and where the buds had grown tall. "Rural work must proceed from the needs of the people and solve the practical problems of everyone." He said it, I always remember.
In the next few days, I visited the farmer's house, and the villagers were enthusiastic and simple, no matter who they went to, they would leave me to eat, and whoever steamed steamed buns, killed chickens or killed sheep would think of me. Those days, I couldn't sleep all night, and I kept thinking, what is missing in poor areas? Planting and breeding technology are common to the people, but what should be planted, what should be raised, how to plant, how to raise, how to sell, these are what they lack.
A few days later, when I went to the village for the first time to hold two committees, I pointed out that the lack of economic development concepts in the village, the lack of rural management talents, the lack of information and confidence to lead the villagers to get rich, and the lack of channels for processing and selling high-quality agricultural and sideline products are the most urgent problems to be solved. Everyone was very supportive of me, and at that time I thought that if I gave up my life, I would also dig up the roots of poverty.
Exploration of e-commerce practice in Shawan Zizi
The problem is found, how to solve the problem? I think of sauerkraut egg cheek noodles. Every year in the waxing moon, every household here will use the earth pig to make meat, and it is inseparable from three meals a day. Since so many people eat locally, can it be truly industrialized, made into a product, and brought up aquaculture? At the same time, the demand for peppercorns is particularly large, and it can also develop the cultivation of peppercorns.
In 2015, I almost traveled to large supermarkets and wholesale markets in Tianjin, Beijing, Xi'an, Lanzhou and other places, and participated in the National Agricultural Expo. I found that there is a market gap in Shawan Mushroom, its spicy and fragrant taste is different from the Shaanxi Qishan Zhenzi and Henan Xinye Zhenzi on the market, which is the most loved by locals in Gansu, not only that, relying on Longnan's e-commerce poverty alleviation policy, you can also sell Shawan Zhenzi to all parts of the country. Therefore, I decided to develop shawan's characteristic meat and stomach, establish a village-run collective enterprise, and unite everyone to get rich together.
At first, the villagers did not believe me, and ma Zhongchang, the secretary of the village party committee, said: "What if I can't sell it?" We can't afford it." "I didn't die, and took the village cadres to the surrounding counties and districts to investigate and understand, and everyone said that they wanted to eat Shawan's shame."
In November 2015, I went to the Gansu Provincial Light Industry Research Institute with village cadres to consult the feasibility of industrialization of Shawan umbilicals, and asked the food quality inspection room to check whether Shawan diaphragm contained harmful ingredients and whether the microbial flora exceeded the standard. In April 2016, Ma Zhongchang and I visited the Gansu Provincial Light Industry Research Institute again to consult and learn about the production and processing, quality inspection, food additives and national food safety standards of Shawan Zhenzi, Shawan Soil Honey, Shawan Red Valley Wine, Dried Vegetables and other foods. In this survey, we not only sorted out the industrialization idea of Shawan's face, but more importantly, the two samples sent for inspection passed the inspection and met the food safety standards.
In 2016, I inaugurated the first village collective enterprise founded in Longnan City, Longnan Bailongwan Agricultural and Sideline Product Development Co., Ltd., where villagers can take shares in technology and semi-finished products.
In July 2016, the construction of the diaphragm processing workshop officially began. In August, on behalf of the village-run enterprise Longnan Bailongwan Agricultural and Sideline Product Development Co., Ltd., I signed a cooperation agreement with the Gansu Provincial Light Industry Research Institute and the Gansu Provincial Small and Medium-sized Enterprise Public Service Platform to jointly develop and promote Shawan Zizi. On December 12, 2017, 20 free-range black pigs purchased from farmers' homes were pulled to the transit farm; on December 16, the slaughter of black pigs officially began, cutting meat overnight, and after more than ten hours of slow boiling, the fragrant Shawan cheeks were officially cooked!
Once Shawan Zhenzi was listed, it was out of stock several times in just a few days. The villagers were happy and I was relieved. Establish village collective enterprises, twist everyone into a rope to do some things, improve market competitiveness, and at the same time drive everyone together to get rich, improve the prestige and status of village collectives, and achieve more in one fell swoop.
We excavated the characteristics of Shawan, and also developed 10 models of 5 categories of products such as Tangchang canned wine, Tangchang ginseng honey, Shawan bee sugar wine, Shawan plum pepper, etc., which were promoted through e-commerce channels, and achieved a collective economic sales income of 550,000 yuan in that year.
Do not let poverty become a burden for the next generation
After comparing and analyzing the "first rich households" and "poor households" in the same natural environment, infrastructure and transportation conditions, I found that cultural quality is the biggest difference between the two. Villagers who are active in thinking, good at grasping business opportunities, and quicker to accept new ideas and new things are more likely to get rich.
Therefore, in view of the shortage of rural e-commerce talents and management talents, we organized and carried out "rural e-commerce training", in view of the lack of knowledge of the standardized construction of farmers' professional cooperatives and the restriction on the development of the industry in poor villages, we held the "Rural E-commerce Capacity Improvement and Farmers' Professional Cooperatives Standardized Construction Training Class"; set up an "e-commerce studio" to carry out the cultivation, incubation and promotion of rural youth e-commerce entrepreneurship projects; initiated the establishment of "Tangchang County Youth E-commerce Club" to integrate resources, aggregate information, and build a platform. In terms of market, technology, talent, channels and other aspects to help rural youth e-commerce entrepreneurship. Zhao Guoqiang, a young man in the village, originally worked in Xinjiang, the income is also good, saw the development of e-commerce and agricultural product processing in the village, took the initiative to contact me to come back and start a business together, and has now become a lecturer in poverty alleviation in Longnan e-commerce.
In addition, we also actively explore the construction of the "1 + x help 1" poverty alleviation work model, the first "1" refers to the first secretary, the village-based help and support team, the second "1" refers to Dazhai Village, and the "x" refers to social forces, that is, to give full play to the resource advantages of the First Secretary and the Help Task Force, and widely unite social forces to help Dazhai Village poverty alleviation and development and collective economic development. I contacted the alumni enterprises of Tianjin University to sign a "pairing and assistance cooperation agreement" with the village, built the "Jixian Fresh Plum Pepper Base" and "Jixian Fresh Chinese Honey Base", benefiting 7 poor villages and more than 200 poor households; signed cooperation agreements with 5 units such as the Gansu Provincial Light Industry Research Institute, held annual goods fairs and promotion meetings in Tianjin University and Jinan City, Shandong Province, and initiated the establishment of the "Shawan Dazhai Industrial Poverty Alleviation and Development Fund", raising 110,000 yuan in the first phase of social funds.
I have never forgotten the old paperman's saying that the camp is pan mountain, and I will go up and walk around when there is nothing to do. It is necessary to consider both economic benefits and ecological protection, how should it be developed? In September last year, when I was promoting agricultural products, I saw that the price of plum peppers was very high, and then I thought about the poor quality and low price of the peppercorns grown by the villagers now, and they could not be sold. So I paid for my own money, bought 1,000 thornless peppercorns from the Internet, and bought 2,900 plum peppers on credit to reach the service station, and planted them on Yingpan Mountain with more than a dozen villagers. Now Yingpanshan has planted 1800 acres of plum peppers and walnuts, becoming the "bank" of Dazhai Village.
Over the past two years, I have traveled to all 249 peasant households in the village, 21 administrative villages in Shawan Town, 80% of the townships in Tangchang County, and 7 counties and 1 district in Longnan City. Looking back on the three years of poverty alleviation work in villages, "don't let poverty become a burden for the next generation" can best represent my work philosophy, under which we poverty alleviation people, villagers and grass-roots governments can better exert their subjective initiative and fight hard to win the battle against poverty.
