Zhang Zhidong is an outstanding representative of cangzhou modern celebrities, a pioneer in China's modern industry, education and culture, an advocate of China's modern library industry, and the founder of the Beijing Normal Library, the predecessor of the National Library of China. In the first year of the Qing Dynasty (1909 AD), the Qing court announced the preparation of the constitution, and Zhang Zhidong, in the name of the Faculty of Studies, declared the necessity and operability of the establishment of the Beijing Normal Library, and the approval of the fold was a symbol for the construction of the Beijing Normal Library. In 2019, on the occasion of the 110th anniversary of the establishment of the National Library, according to the invitation of the National Library, the Cangzhou Municipal Party Committee and the Municipal Government decided to donate a bronze statue of Zhang Zhidong to the National Library, and entrusted a professional company to complete the design and casting in January 2021.

After the donation ceremony and opening ceremony, the conference presented a keynote speech and two special lectures. Zhou Heping, former vice minister of culture, made a keynote speech entitled "Zhang Zhidong and the Development of China's Library Industry"; the special lectures were delivered by Hu Hongxia, deputy editor-in-chief of the editorial board of Shenzhen Newspaper Group and editor-in-chief of Jingbao, and Chu Shuqing, director of Zhejiang Library and member of the National Culture and Tourism Public Service Expert Committee of the Ministry of Culture and Tourism.
During the three-day conference, the Seminar on Zhang Zhidong and the Development of Modern Library Undertakings, the Academic Seminar of the 2021 National Conference on Public and Private Books and Classic Reading (Cangzhou), and the "Beijing-Tianjin-Hebei Public Cultural Service Demonstration Corridor" Public Library Reading Promotion Alliance Work Conference will be held. The delegates will also visit the Zhangzhidong Memorial Hall and Wang Meng Museum in Nanpi County to inspect the construction results of the "City of Libraries" project in Cangzhou City, including the Zhangzhidong Special Archive, the Revolutionary Document exhibition, the "Encounter Study" city branch library and the book bar.
